Job Summary: The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Major Duties:
Qualifications: Expert knowledge of the IC's architecture as related to AOR, and expertise leading analysis, collection, strategy development, or other IC disciplines on the AOR target. Superior capability to direct interagency, interdisciplinary IC teams against a range of functional and/or regional analytical, mission management, or resource issues. Excellent resource management and fiscal process knowledge, including the IPPBE process and the federal budget process. Expert understanding of relevant allied and partner relationships and priorities, along with the ability to represent ODNI and the IC in various fora at all levels. Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic and policy-support projects. Proven critical thinking skills and the ability to prepare finished intelligence assessments, strategies, or other high-level written products with an emphasis on clear organization, concise arguments, and logical presentation. Ability to work with and fairly represent the IC when analytic views differ among agencies. Excellent communication skills, including ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization, including domestic and foreign partners, and to give oral presentations and to otherwise represent the ODNI, MI, and/or NIC in interagency meetings. Superior oral and written communication skills, including the superior ability to clearly convey complex information and technical data to all levels of USG management and foreign partners. Superior interpersonal and negotiation skills, and the superior ability to build consensus, work effectively, and independently exert influence to major ODNI stakeholders. Superior critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop innovative recommendations and solutions for improvement. ECQ 5: Achieving Results This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. ISCOCQ: Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values. Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualification Review Board (QRB)) or your eligibility for noncompetitive appointment to the SES.
