Key Responsibilities:

Job Purpose:

Making informed credit decision within assigned approval discretion, preparing, reviewing, submitting and providing recommendations on loan proposals exceeding own approval discretion. Improve loan quality and service turnaround time. Enhance credit policies, procedures, guidelines, forms, and practices. Ensure good loan quality, compliancy and service turnaround time.

The Senior Credit Analyst supports the Credit Manager in supervising Credit Analysts at VisionFund Tanzania Microfinance Bank and strengthens overall credit risk management. The role focuses on ensuring high-quality loan origination and structuring in line with the bank’s risk appetite, while enforcing strict adherence to credit policies and procedures. It leads complex credit assessments, provides oversight on underwriting standards and drives consistency in credit decisions.

The position also involves in-depth portfolio analysis, proactive monitoring of credit risks and tracking of key risk indicators to safeguard portfolio quality. The Senior Credit Analyst collaborates closely with Credit Analysts and Loan Administrator to ensure efficient loan appraisal and disbursement processes, while coordinating credit reference bureau activities and ensuring full regulatory compliance.

In addition, the role contributes to faster, well-controlled decision-making under the expanded approval limits by reducing escalations to the Head Office Credit Committee, improving turnaround time and delivering comprehensive portfolio performance reports to support informed decision-making and continuous process improvement.

Main Responsibilities:

Credit Underwriting and Approval:

  • Lead complex credit assessments for high-value and high-risk facilities.
  • Perform detailed analysis of financial statements, cash flows, business models, and sector risks.
  • Provide second-level review and approval for facilities above Credit Analyst limits.
  • Ensure all credit proposals meet policy, regulatory and risk appetite requirements.
  • Strengthen structuring of facilities to mitigate identified risks.

Portfolio Risk Management and Monitoring:

  • Monitor portfolio performance across products, sectors and branches.
  • Track key risk indicators including PAR trends, early warning signals and concentration risks.
  • Identify emerging risks and propose timely corrective actions.
  • Analyse credit risk trends and recommend strategic interventions.
  • Ensure environmental and social risk considerations are embedded in assessments.

Quality Assurance and Compliance

  • Perform quality assurance reviews on credit appraisals for completeness, accuracy and compliance.
  • Ensure consistency in credit decisions across analysts and regions.
  • Maintain audit-ready credit files and documentation standards.
  • Support internal and external audits and ensure timely closure of findings.
  • Strengthen fraud detection by identifying suspicious patterns and escalating cases.

Workflow Supervision and Operational Efficiency

  • Supervise daily workflow of Credit Analysts to ensure timely turnaround.
  • Enforce service level standards for appraisal and approval timelines.
  • Oversee loan disbursement readiness by confirming all conditions precedent are met.
  • Collaborate with operations teams to resolve process bottlenecks.
  • Improve efficiency in the centralised loan processing hub.

Team Leadership and Capacity Building

  • Guide and mentor Credit Analysts through coaching, case reviews and targeted training.
  • Identify skill gaps and implement structured development plans.
  • Build strong analytical capability across the credit team.
  • The incumbent is also accountable for capacity building of credit operators such as BMs and CROs on how to Effectively Assess Loans by working closely with training team, relevant Operations Managers, Regional Managers, etc

Reporting and Committee Support

  • Support preparation of monthly and quarterly portfolio performance reports.
  • Contribute insights for Credit and Portfolio Perfomance Committees.
  • Provide data-driven recommendations to improve portfolio quality and risk control.
  • Report any abnormal cases, fraudulent practices or malpractices or any serious misconducts/behaviors performed by others (peers, subordinates, supervisors...) to the appropriate person (direct supervisor or senior management team members of VisionFund).

Policy and Process Improvement

  • Contribute to continuous improvement of credit policies, appraisal templates and risk tools.
  • Recommend enhancements based on field experience and portfolio trends.
  • Support implementation of revised approval limits and delegated authority frameworks.

Credit Bureau and Regulatory Compliance

  • Ensure accuracy and timeliness of regulatory reports.
  • Ensure full resolution of customer disputes.
  • Ensure full compliance with BOT requirements and internal policies.

Documentation and Post-Disbursement Control

  • Ensure all loan documentation and collateral records are complete and properly maintained.
  • Follow up on post-disbursement conditions and compliance gaps.

Quality Checks

  • Analyze and understand root causes of NPL in respective operational locations and provide reports with recommendation to management
  • Conduct random credit quality review post loan disbursement to ensure credit is properly structured and assessed and report to CM
  • Collect and provide reliable information in relation to associated risks which may impact credit quality eg. Commodity price, industry risk, portfolio concentration risk, etc

Qualifications:

1. Must understand and conform to VisionFund’s Mission, purpose, values, and objectives.

2. Hold a minimum bachelor’s degree in Banking and Finance, Accounting, Finance or a related field.

3. Certification as an Accountant or credit underwriter from a recognised institution is an added advantage.

4. A minimum of 3 years of progressive experience in credit risk assessment, financial analysis, portfolio management, loan structuring and re-structuring, and regulatory compliance.

5. Demonstrated expertise in driving performance and ensuring excellence in credit-related functions.

6. Familiarity with regulatory reporting requirements and a keen eye for ensuring correctness and timeliness in submissions.

7. Excellent analytical, communication and interpersonal skills to ensure effective collaboration and coordination within the team and with external stakeholders with conflict resolution skills.

8. Proven ability to work independently and make informed decisions under pressure, showcasing resilience and sound judgment.

9. Strong track record of achieving outcomes outlined in the bank’s Conduct Principles, displaying exemplary conduct in line with the VFT’s values.
