Job Summary: You will serve as a SENIOR CONSTRUCTION MANAGER in the Planning, Design and Construction Directorate of NAVFAC OSF.

Major Duties:

  • You will be responsible for creating, issuing, and managing command construction management policy.
  • You will serve as the Command construction data analytics expert and the lead supporter for all construction processes and construction software-related matters within NAVFAC HQ.
  • You will perform a key management role in the overall associated budget, policy, program formulation, planning, and operation to accomplish the primary facilities support and mission of NAVFAC HQ.
  • You will participate in annual budgeting and procurement of required construction software, oversight of the continued configuration, and training for construction managers/engineers of all construction software utilized by field personnel.
  • You will be command construction software and processes consultant and may do staff work on interagency and professional organizational task forces to develop construction standards and specifications.
  • You will assist in the development of ‘G’ (construction) line products and services budget requests on an annual basis; and develop NAVFAC metrics, execution, and marketing plans to accomplish command construction objectives.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing construction management/engineering technology guidance and technical oversight on a wide-range of complex facility and infrastructure requirements and planning projects, particularly concerning construction management software; 2) Analyzing and interpreting policies, regulations, and processes to support facility and infrastructure requirements, solutions, and projects; 3) Tracking the development, delivery, workload forecasting, and resource allocation to support program and product delivery; 4) Performing advanced tasks in programs such as eContracts, electronic Construction and Facilities Support Contract Management Software (eCMS), and Primavera scheduling software; and 5) Developing and delivering detailed high-level briefings to other government professionals while collaborating, coordinating, building, and maintaining relationships within and outside current division/department/organization.
