Senior Compliance Consultant, Regulatory Interactions

Job Purpose

The Senior Compliance Consultant is responsible for the implementation and monitoring of policies and procedures to ensure the Company's compliance with regulatory requirements and corporate compliance initiatives, and providing support for Jackson's Compliance Program. The Senior Compliance Consultant drafts policies and procedures, determines compliance with such policies with regulatory requirements, completes assigned tasks, participates in various projects including leading initiatives, assists management with reporting and workflow tracking, and provides training and education for associates as requested by management.

The Senior Compliance Consultant, Regulatory Interactions is responsible for the Company's response to state and federal exams and inquiries and ensuring that the Company is compliant with the laws, rules, and regulations related to those exams and inquiries. Additionally, the Senior Compliance Consultant, Regulatory Interactions serves as the compliance liaison with the Company's third-party administrators.

Essential Responsibilities

  • Performs reviews or oversees reviews completed by Compliance Analysts or Compliance Consultants to ensure compliance with relevant financial industry regulations.
  • Provides responses to questions and provides guidance to various internal stakeholders.
  • Responds to inquiries from internal stakeholders about regulatory requirements.
  • Remains current on relevant regulatory matters.
  • Manages one or more processes and may manage cross-functional projects; identifies relevant connections and areas of opportunity within the broader compliance function.
  • Demonstrates superior characteristics in terms of quality work product, dependability, attitude and overall willingness to contribute to team goals.
  • Acts as a Subject Matter Expert and may train other associates.
  • Attends stakeholder meetings and other regular touchpoints with Jackson departments as a liaison of Compliance; may act as decision-maker within subject matter area of expertise.
  • Supports management in the implementation of the Compliance Program; independently recommends continuous improvement of program in response to industry and regulatory developments and corporate changes.
  • Participates in regular meetings with the Compliance management team.
  • Assists with reporting, as required, to department and senior management and board/committees.
  • Supports implementation and design of technological improvements to workflow and processes.
  • Attends industry meetings and informs Compliance leadership and team of industry best practices.
  • Serves as the primary compliance liaison between the Company and its third-party administrators, ensuring that regulatory changes are properly implemented, regulatory requests are properly responded to, and procedures are properly documented and implemented to ensure compliance.
  • Acts as the subject matter expert regarding pre-need insurance; advising internal stakeholders and third-party administrators on pre-need insurance matters.
  • Coordinates the gathering of requested documentation and data for regulatory exams, inquiries, and investigations with Jackson’s various departments and third-party administrators. Reviews documentation and data and prepares for submission.
  • Provides oversight of procedural changes and remediations, as a result of regulatory exam findings, as it relates to third-party administrators.
  • Conducts onsite and desk audits of third-party administrators, reports findings and results to management, and develops action plans if deficiencies are noted during auditing.
  • Reviews standard operating procedures, communications, forms, and letters relating to third-party administered business for compliance with applicable laws and regulations.
  • As requested by the Regulatory Intelligence team, assists with the review and implementation of new laws and regulations, determines impact with emphasis on third-party administered business, and distributes to third-party administrators.
  • Coordinates preparation of state reports for third-party business and coinsured clients.
  • Prepares and submits regulatory filings.

Knowledge, Skills and Abilities

  • Ability to read and interpret rules and regulations applicable to Jackson, including state and federal regulations.
  • Working knowledge of relevant laws and regulations.
  • Strong knowledge of annuity and insurance products, including Jackson products, as well as the financial services and/or insurance industry.
  • Demonstrated project management skills.
  • Excellent organization and time management skills.
  • Excellent written and verbal communication skills and ability to present information to senior management.
  • Ability to establish and maintain effective working relationships with superiors, colleagues, including external contacts.
  • Ability to work independently and make decisions with limited supervision.

  • Strong knowledge of Microsoft Office tools (Word, Excel, PowerPoint, Access).

Qualifications

  • Bachelor's Degree or equivalent experience required.

  • 7+ years of relevant professional experience (insurance, financial services, compliance, legal, etc.) required.

  • Life and Health Insurance and/or Compliance experience preferred.

  • LOMA FLMI and AIRC Certification required or equivalent experience strongly preferred.
