Job Description:
Parsons is looking for an amazingly talented Senior Commercial Manager to join our team in Riyadh! In this role, you will oversee the financial health and contractual adherence for large-scale, complex projects (such as Giga-projects, Infrastructure, or Design-Build) within the Kingdom of Saudi Arabia. You will act as the vital link between financial viability and project delivery, ensuring all commercial operations align with international best practices and KSA local
regulations.
Commercial Strategy: Direct and lead multiple teams across commercial activities, providing financial direction and ensuring the program remains within financial budgets and company KPIs.
Contract Management: Administer and manage complex contracts (FIDIC, NEC, or bespoke), ensuring compliance with contractual obligations and Delivery Partner procedures.
Risk & Mitigation: Identify contractual and financial risks early in the project lifecycle and develop robust mitigation strategies to protect the interests of the Client and Parsons.
Claims & Disputes: Lead the assessment, negotiation, and resolution of variations, claims, and disputes in coordination with legal and project teams.
Financial Oversight: Oversee commercial reporting, including cost planning, budgeting, cash flow forecasts, and earned value analysis (EVA).
Stakeholder Engagement: Act as the primary commercial interface between the Delivery Partner, client, contractors, and government authorities.
Leadership: Mentor and develop a multidisciplinary team of Commercial Managers, Quantity Surveyors, and Cost Engineers to foster a culture of professional integrity and delivery excellence.
Education: Bachelor’s Degree in Quantity Surveying, Commercial Management, Engineering, or a related discipline. A postgraduate qualification in Construction Law or an LLM is a significant advantage.
Experience: A minimum of 15 years of related work experience in commercial management, contract procurement, and negotiation on large-scale global engineering or construction projects.
Regional Expertise: Essential experience working within the Middle East/GCC (specifically KSA) and a deep understanding of Saudi procurement laws and regulatory frameworks.
Chartered Status: Professional registration with Chartered Status (e.g., MRICS, FRICS, or equivalent) is highly preferred.
Contractual Knowledge: Expert-level knowledge of FIDIC forms and Design & Build contract structures.
Communication: Exceptional written and verbal English communication skills; ability to present complex financial data to executive leadership.
