SUMMARY: Under the direction of the Records Supervisor, the employee is responsible for the storage and protection of county records and essential court documents.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.


Works with various county departments to assist them in preparing, storing, and locating documents that are held in the Records Center.


Assists the general public, attorneys, and other county employees in searching for and retrieving county records and court actions.


Takes appropriate steps to protect documents in the Records Center.


Insures that users understand the accountability and custody procedures for all records removed from storage, whether using automated or manual procedures.


Maintains the record center by keeping it clean and presentable to the public.


Operates such items as a computer terminal, personal computer, facsimile machine, copier, materials handling equipment, paper shredder, and one-ton truck.


Carries out inventories of records.


Assists the Records Manager and Records Supervisor with other related duties as assigned.

EDUCATION and/or EXPERIENCE: High school diploma or general education degree (GED) with courses in word processing, plus a minimum of three years of responsible clerical work experience, preferably with a governmental entity.


Any equivalent combination of experience and training which provides the required knowledge, skills and abilities, may be considered for current Nueces County employees only.
 

LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

CERTIFICATES, LICENSES, REGISTRATIONS:

The employee must possess a valid Class C Texas Driver’s License.


Any employee who drives a vehicle on official business must have a driving record which meets standards set by the County and the County’s insurance carrier.

OTHER SKILLS AND ABILITIES:
Must have the discipline to be able to work in a team environment or must be able to work independently.


Must be able to read, comprehend, carry-out directions, and have interactive customer service skills.


Able to write clearly and concisely and have basic knowledge of various computer office programs.


Knowledge of and able to comprehend various Alpha-Numeric filing systems are a must.


Ability to decipher and comprehend court records to categorize records according to state laws governing records management.


WORK SCHEDULE: This position involves a variable 40-hour week, including some shift work, with work required on evenings, weekends, and holidays.

VEHICLES, MACHINERY, EQUIPMENT, TOOLS AND TECHNOLOGY: The employee must have the ability to operate a one-ton pickup truck with bed, driving it in the course of daily duties. Will be required to keep maintenance records on the vehicle and to schedule periodic service as needed.


Required to use wrenches, screwdrivers, pliers, hammers, scrapers, dock carts, dollies, push brooms, and wet/dry vacuum.

May be required to carry, drag, hold, push, pull, lift, bend, reach, twist, and/or walk to operate machinery.


Must have the physical capability to lift and move, unassisted, boxes weighing up to 50 lbs. in confined, narrow areas.


Must have the capability to climb up/down flights of stairs and to use stepladders and stools. Must be able to work at heights.


Incumbent must stoop, crouch, lift, crawl, kneel, and bend twist and squat to retrieve documents and must have manual dexterity to grasp and handle machinery, tools, and boxes. Requires continuous use of upper extremities, hands and upper body torso rotation for grasping, pushing and pulling boxes from high shelf areas. Requires rotational, flexing and extension movements of the head, neck, and lower extremities to operate machinery, handle tools and retrieve documents from boxes.


The essential duties require performing intensive manual labor. The employee must be able to perform under stress, standing for four hours, or standing and walking for six hours at a time. Incumbent is required to have sufficient physical strength, stamina and level of fitness to work for long periods at a high degree of physical exertion. Must have sufficient physical strength levels of fitness and manual dexterity to effectively and safely perform the heavy lifting and repetitive duties of the job.


Safety equipment required for performing the essential functions of the job include, but are not limited to, a lifting back support belt, foul weather gear, and safety glasses.


WORK ENVIRONMENT: Must be able to perform repetitive work at a set pace that will require lifting, carrying, dragging, pushing, bending, twisting, reaching and have the capability to climb ladders and step stools to perform at heights over 6 feet. Work mainly performed in cold or hot and often humid environments. Duties performed will include the use of various chemicals and leaning solutions required to maintain a clean a healthy environment.
