SUMMARY: Performs a variety of clerical procedures for which guidelines exist, but where judgment frequently is required in non-routine situations and/or specialized subject matter knowledge is required.
The employee is required to be on duty before, during, and after natural disasters and emergencies as directed by the supervisor.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Depending on unit to which assigned, may perform any or all of the following: Composes and types standardized and/or non-standardized correspondence and other documents and materials, using a typewriter and/or word processing software.
Greet the public and answer phones, direct calls and messages to appropriate personnel and take all information regarding work orders.
Uses spreadsheet and/or data base software to create, modify, post costs and close work orders.
Provides back-up relief in other areas of the department.
Relieve the storeroom clerk, take supply requests, filing, conducting supply inventories and preparing reports.
Establishes and maintains moderately complex records and filing systems, and uses them to prepare statistical, financial activity, and related reports requiring some specialized subject knowledge and/or judgment regarding interpretation or presentation of information.
Conducts research, as needed, to respond to routine and non-routine questions about particular areas of responsibility.
Prepares and issues documents according to established guidelines.
Calculates amounts of payments due according to established guidelines, using data from several sources and using judgment and subject matter expertise to determine if any information is missing or incorrect.
Coordinate with TCEQ with underground Storage Tanks documentation.
Performs such other duties as may be assigned.

EDUCATION and/or EXPERIENCE: High school diploma or general education degree (GED) with courses in typing, plus a minimum of three years of responsible clerical work experience, preferably with a government entity; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to calculate figures and amounts such as proportions and percentages.
REASONING ABILITY: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

OTHER SKILLS AND ABILITIES: Ability to operate or demonstrated ability to learn to operate a personal computer, an automated mail meter/processor, calculator, typewriter, copier, facsimile machine, cash register, electronic filing system.
Ability to understand, follow and give oral and written instructions.
Ability to establish and maintain moderately complex records and files and to organize data for reports independently, complying with reporting guidelines.
Ability to proofread for completeness, accuracy and content.
Ability to type at a speed of at least 55 words per minute.
Ability to operate a computer using standard word processing, data inquiry, or spreadsheet software packages.
Bilingual ability may be highly desirable.
