New hires are typically brought into the organization between $80,217-$99,000/year, based on experience and education. Location & Schedule 

This position is located at the Wellington Webb Building, located at 201 W Colfax Ave. Denver, CO 80202.

The City and County of Denver supports a hybrid workplace model. Employees’ physical work location is based upon the position’s job duties and requirements, customer service and responsiveness, team and individual performance, and business needs and requirements. Our current practice requires in-office work for all employees for a minimum of three days per week. Business needs and initial onboarding may require additional days in the office. 9/80 flex schedule optional after successful completion of 6 month probationary period.

The City and County of Denver’s Community Planning and Development Department (CPD) is seeking a highly motivated individual to fill a three-year limited full-time Senior City Planner position. The position will focus on regulatory updates to implement elements of a 2025 consultant report that recommended updates to Denver’s zoning code and related regulations. This includes prioritizing recommendations as well as leading drafting and adoption of zoning code amendments. The Senior City Planner will also support an upcoming effort to evaluate and recommend changes to regulations across a variety of agencies that are part of Denver’s development review process. All efforts are intended to streamline regulations to increase housing affordability and promote high quality design outcomes.

The Senior City Planner position is integral to fulfilling grant activities funded by the U.S. Department of Housing and Urban Development (HUD), specifically related to PRO Housing Grant Activity 1: Regulatory and Process Reform. The position is funded for a maximum period of three years.

Key responsibilities will include:

  • Leading a complex regulatory update process
    The position will oversee or help oversee a small team of planners to complete phase 1 zoning code and urban design standards and guidelines updates to implement 2025 consultant recommendations and complete other high priority zoning amendments.

  • Providing regulatory and technical expertise
    The position will lead assessment of zoning regulations and related urban design standards and guidelines and lead drafting of proposed code provisions. 

  • Supporting additional grant activities
    The position will assist with scoping and launching a comprehensive analysis and review of all development regulations and processes that impact development entitlement, with a focus on affordable housing across all city agencies.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Experience with leadership or significant contributions to complex planning projects, including overseeing the work of staff and consultants and developing scopes of work, timelines, and budgets

  • Experience proactively engaging the public in planning including facilitating meetings, making effective presentations, and bringing together stakeholders to discuss proposed planning initiatives, assess obstacles, evaluate opposing views and interests, and determine areas of support

  • Excellent communication skills, both written and verbal, with the ability to convey complex concepts to varied audiences

  • Experience drafting or amending land use/regulatory codes (including zoning and design guidelines), ideally with an understanding of housing policy and housing markets

  • Commitment to integrating equity into planning/regulatory work

  • Proficiency in Adobe Creative Suite; Familiarity with GIS and data analysis (demographics, market/economic trends).

Required Minimum Qualifications

  • Education requirement: Bachelor’s Degree in City or Regional Planning, Architecture, Landscape Architecture, Historic Preservation, Engineering, or a related degree.

  • Experience Requirement: Five (5) years of professional planning experience.

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
