Senior CBI Associate

Organizational Setting and Work Relationships
The position is normally supervised by the Cash-based Intervention Officer. The incumbent provides guidance on monthly work plans, and coordinates with various internal teams to ensure a smooth monthly cash transfer. The position provides high level of data management skills to manage the cash lists and distribution modules. External contacts are with the national and international humanitarian agencies and NGO s as well as UNHCR partner financial service providers. The incumbent works independently with minimal oversight from the supervisor. The position may directly supervise some support staff.

Duties
- Provide inputs to the operation's Multifunctional Team (MFT) to ensure smooth financial processing of cash assistance programs within the Area of Responsibility.
- Manage and maintain the databases used in the cash based interventions on behalf of the CBI Unit and the MFT.
- Develop statistical and detailed reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the operation.
- Assist in developing and administering UNHCR MPC based Intervention database.
- Ensure the monthly maintenance of cash list for the timely delivery of cash to beneficiaries.
- Maintain relationships with partners and financial service providers to facilitate the flow of information between databases.
- Assist with the training of internal staff and partners on cash procedures,
- Execute best practice in data protection standards and help to positively influence others,
- Support in the co-ordination with different IPs, Ops and focal points on lists of beneficiaries reflecting situation of cash assistance.
- Undertake missions and field visits to financial service providers to monitor the cash project.
- Represent UNHCR at the cash-based intervention related meetings within UNHCR.
- Liaise with internal stakeholders and partners.
- Develop improvements to the database and related workflows.
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Relevant Job Experience
Essential:

Data management experience, preferable in CBI context. Excellent knowledge of computer software and database applications. Experience in Microsoft SQL Server.

Desirable:
Experience/training in accounting. Good knowledge of UNHCR financial rules, procedures and processes. Knowledge of UNHCR specific programmes (MSRP, Focus, etc.). Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities. Completion of the UNHCR Learning programmes or specific training relevant to functions of the position.

Operational Context:

Iraq is currently at a turning point, leaving behind the effects of three decades of political turmoil and armed conflicts that deeply impacted its people. Since the end of large-scale military operations in 2017, Iraq has been experiencing relative stability and is advancing towards sustainable development. These developments notwithstanding, there remain protracted humanitarian and development needs.

Iraq generously hosts over 336,000 refugees and asylum-seekers, 90% of whom are Syrian and live in the Kurdistan Region of Iraq. Close to 83% of refugees in Iraq live in the Kurdistan Region of Iraq. Of these, some 32% live in nine refugee camps while the majority live in urban areas.
With the evolving situation in Syria, refugees and asylum-seekers in Iraq are closely following developments. In the first quarter of 2025, almost 12,000 Syrians returned home from Iraq, including 1,000 refugees registered with UNHCR. Overall, 12 percent of Syrian refugees in Iraq have expressed their intention to return home this year.

UNHCR works with the Government of Iraq and partners to support the access of refugees and asylum-seekers to protection and their inclusion in public services, such as education and healthcare, as well as their access to economic opportunities and in advancing solutions.

Iraq also has over 1 million internally displaced persons (IDPs). While the majority live in urban settings or informal settlements across the country, as of end March 2025, some 108,000 live in 20 IDP camps in the Kurdistan Region of Iraq. In early 2024, the Government of Iraq announced its intent to close the remaining IDPs camps in the Kurdistan Region of Iraq. While many IDPs hope to return to their homes at some point, many may be unable or unwilling to do so because of their specific profiles or the situation in their areas of origin. UNHCR supports the efforts of pursuing durable solutions for IDPs, including the closure of camps, as solutions, including voluntary return, local integration and relocation are available to IDPs, enabling them to make decisions on a voluntary and well-informed basis.

In the evolving context in Iraq, UNHCR has transitioned from a purely humanitarian response to a response that supports development approaches. UNHCR’s multi-year strategy 2025-2029, therefore envisions that forcibly displaced populations and stateless persons in Iraq have improved access to legal protection as well as full and inclusive access to quality basic and protection services in national systems as well as economic opportunities.

Desired Candidate Profile:

The candidate is expected to have sound understanding and experience in implementation of Cash based interventions. The candidate should have strong analytical and data-management skills: able to design, maintain and optimize databases for generating different reports including activity info, end -year reporting and other periodic reports as applicable. S/he ensures CBI programmes are compliant with the technical guidance and administrative instructions on Cash Based Interventions and are adequately monitored. S/he receives technical guidance and direction from Programme CBI Officer. The candidate should have good computer analytical, reporting and communication skills including coordination with key stakeholders. The incumbent of the position will also liaise with the focal points of the financial service providers (FSP) as well as partner staff. The candidate should have knowledge and understanding of UNHCR policies, principles, and strategies relating to CBI.

In addition, the ideal candidate possesses the following:

- A team player with the ability to work with colleagues from diverse background.
- Strong analytical skills and understanding on use of software/applications such as Cash Assist, ERP, RAIS and Iris Cloud.
- Computer packages such as word, excel, access and PowerPoint.
