Senior CBI Assistant

Organizational Setting and Work Relationships
The Senior CBI (Cash-Based Interventions) Assistant is supervised by a Senior CBI/Programme or Field staff. S/he performs a variety of functions related to cash assistance activities within the office. The supervisor defines work processes and provides regular advice and guidance.
The incumbent will assist in monitoring the quality of the provision of cash assistance for the operation under area of responsibility. S/he will be required to maintain strong relations with other units within UNHCR as well as operational partners and contractors working with UNHCR on the delivery of cash assistance to persons of concern (POC).

Duties
- Coordinate data collection and cash assistance eligibility determination with relevant partners and contractors.
- Assist in monitoring the implementation of the UNHCR cash assistance programme including the delivery of all assistance item, monitoring of infrastructure, completion of home visits, etc.
- Export and manage data related to the cash assistance delivery.
- Perform data analysis and reporting as required.
- Coordinate with relevant units and personnel on decisions and visits related to cash assistance program.
- Coordinate with the bank and other institutes on actions related to cash delivery issues.
- Receive queries from internal UNHCR units and external agencies related to the cash assistance delivery and provide feedback and follow up as necessary.
- Ensure proper filing and record keeping.
- Liaise with POC, assistance beneficiaries, and partners.
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile

The Senior CBI Assistant is not expected to have extensive interaction with forcibly displaced and stateless people, possibly only limited to interactions during monitoring of the implementation of the CBI assistance and focus group discussions. However, the incumbent is expected to have interactions with different units internally and able to follow up on processes related to the cash assistance within the office.

Additional Languages, Skills and Qualifications:

• Proficiency in Excel (advanced formulas, pivot tables, data validation)
• Experience with Power BI, Kobo, RAIS, PRIMES, ProGres v4, or other humanitarian data systems
• Ability to perform data cleaning, anomaly detection, and produce clear dashboards
• Understanding of basic statistics for monitoring cash outcomes
• Good understanding of cash assistance cycle, including targeting methods, delivery, mechanisms, post-distribution monitoring.
• Understanding of market assessments and price monitoring
• Strong written and verbal communication (English + local language proficiency)
• Strong attention to detail for data verification and documentation
• Good time management, prioritization, and multitasking abilities

Occupational Safety and Health Considerations:

Nature of Position:

Türkiye continues to host one of the world’s largest refugee populations, including over 2 million Syrians under Temporary Protection and additional refugees and asylum-seekers from multiple nationalities. Syrian refugee return dynamics from Türkiye have accelerated since late 2024 due to shifting security perceptions inside Syria. According to the government of Turkiye a total of 590,000 Syrians has voluntarily returned to Syria by December 2025.  

In coordination with the government of Turkiye, UNHCR is providing Cash assistance for Voluntary Repatriation for Syrian refugees, who registered to voluntary return to Syria, the cash assistance is targeting vulnerable refugees under a specific criterion. The cash assistance covers transportation and cash to persons with specific needs to who are willing to voluntary return to Syria, the cash enables families to cover critical transport costs from their province of resident to the boarder, reducing exposure to negative coping mechanisms and supporting a minimum level of safety and dignity during the return process

Ankara is the capital city of Türkiye and has a modern developed infrastructure with sufficient availability of education, health, transportation and other public services. Various types of accommodation are on offer in the housing market. It has a continental climate with cold, snowy winters due to its elevation and inland location, and hot, dry summers. Rainfall occurs mostly during the spring and fall. The general security situation in Ankara remains calm and stable. There have been no serious security incidents recorded in Ankara since 2016. UNHCR security management is guided by the UN Common Security Management System and security advisories are shared with staff as and when required.
