UNHCR Jordan manages one of the largest cash assistance programs globally, delivering various types of CBIs. These include monthly cash assistance to cover basic needs, weekly emergency cash for eligible refugees, and quarterly basic needs assistance for camps. The incumbent will primarily co-lead ATM card management in coordination with the PIN focal point and follow up on requests from beneficiaries unable to withdraw their assistance. This involves liaising internally with UNHCR units and externally with financial service providers to resolve issues such as ATM or PIN replacements, changes in cash collectors, and biometric fixes for iris-enabled withdrawals.
The CBI Distribution handles an average of 50–100 ATM cards and PINs, as well as approximately 5,000 referrals monthly, mainly from the UNHCR Helpline. During seasonal or emergency assistance, these numbers can increase significantly. Strong data management skills are essential for the incumbent to filter and prioritize requests, identify duplicates, determine out-of-scope cases, and coordinate callbacks to refugees. Additional responsibilities include monitoring the cash distribution network (ATMs, mobile money agents), addressing issues raised by refugees and community leaders, and escalating critical concerns to the manager.

Senior CBI Assistant

Organizational Setting and Work Relationships
The Senior CBI (Cash-Based Interventions) Assistant is supervised by a Senior CBI/Programme or Field staff. S/he performs a variety of functions related to cash assistance activities within the office. The supervisor defines work processes and provides regular advice and guidance.
The incumbent will assist in monitoring the quality of the provision of cash assistance for the operation under area of responsibility. S/he will be required to maintain strong relations with other units within UNHCR as well as operational partners and contractors working with UNHCR on the delivery of cash assistance to persons of concern (POC).

Duties
- Coordinate data collection and cash assistance eligibility determination with relevant partners and contractors.
- Assist in monitoring the implementation of the UNHCR cash assistance programme including the delivery of all assistance item, monitoring of infrastructure, completion of home visits, etc.
- Export and manage data related to the cash assistance delivery.
- Perform data analysis and reporting as required.
- Coordinate with relevant units and personnel on decisions and visits related to cash assistance program.
- Coordinate with the bank and other institutes on actions related to cash delivery issues.
- Receive queries from internal UNHCR units and external agencies related to the cash assistance delivery and provide feedback and follow up as necessary.
- Ensure proper filing and record keeping.
- Liaise with POC, assistance beneficiaries, and partners.
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Minimum Qualifications

Years of Experience / Degree Level
For G5 - 2 years relevant experience with High School Diploma; or 1 year relevant work experience with Bachelor or equivalent or higher

Computer skills, including knowledge of database applications.
