Senior Associate, Public Health Economic Modeling

What You Will Do:

  • Conduct economic evaluations of health interventions and policies, including cost analyses (i.e., cost-effectiveness, cost-utility, cost-benefit, budget impact) and comparative assessments to inform program design, funding decisions, and long-term investment strategies. 

  • Build, QA, and document decision-analytic economic models, including but not limited to: Decision trees; Markov cohort and state-transition models; microsimulation or individual-based models (as appropriate to program context); budget impact and affordability models aligned to public sector funding mechanisms. 

  • Apply deterministic and probabilistic sensitivity analyses, scenario analyses (baseline vs. policy change), and uncertainty analyses to assess robustness of findings and key drivers of results.  

  • Translate complex analytic outputs into client-ready recommendations, briefings, and written products for both technical audiences (e.g., economists, evaluators) and policy or program leadership, with clear assumptions and limitations. 

  • Support public health program decision-making by comparing intervention strategies and summarizing economic tradeoffs and uncertainties. 

  • Support public health policy workstreams by summarizing economic impacts of proposed policy or program changes, including downstream cost offsets, implementation considerations, and implications for future investment prioritization. 



What You Will Need:

  • Bachelor’s degree in Statistics, Mathematics, Economics or related STEM discipline. 

  • Minimum of 3 years of experience in health economics, public health economics, policy evaluation, healthcare analytics, or federal health consulting. 

  • Advanced proficiency in Microsoft Excel and at least one of the following statistical software: R, SAS, Stata, and/or Python. 

  • Experience developing and applying decision-analytic health economic models in public health or government contexts, including cost-effectiveness and budget impact analyses used to inform policy, program design, or funding decisions. 

  • Excellent written and verbal communication skills, with experience preparing reports for diverse audiences, including senior leaders, governing bodies, and programmatic staff. 

  • Ability to work independently and collaboratively in a fast-paced environment. 

  • Ability to obtain a Public Trust clearance (i.e. US citizenship required).



What Would Be Nice To Have:

  • Master’s degree in Health Economics, Data Science, Biostatistics, Applied Statistics, or a related quantitative discipline. 

  • Experience applying economic evaluation in public health program contexts. 

  • Familiarity with economic impact analysis approaches used in federal policy contexts. 

  • Exposure to programs combining epidemiological and economic modeling (e.g., infectious disease modeling initiatives). 

  • Familiarity with structured spending/projection methods or assumption frameworks used in federal health analyses. 

  • Demonstrated experience integrating multiple data sources to inform economic evaluations, including: (1) epidemiologic/surveillance inputs (incidence, hospitalization, mortality), (2) program implementation data (coverage, uptake, staffing/resource use), (3) unit cost and expenditure data (medical and programmatic), (4) utilization and claims/encounter data or aggregated equivalents, and (5) grants/funding allocation and administrative data to evaluate affordability, budget impact, and alternative funding scenarios. 

  • Experience working with federal (i.e., HHS, CDC) or state public health agencies. 

  • Familiarity with public health data governance and privacy standards. 

  • Proficiency in additional data tools (e.g., SQL, Tableau, PowerBI). 

  • Proficiency with one or several AI software, such as CoPilot, ChatGPT, Gemini, Claude.
