Major Duties:

  • As a Security Specialist within the National Civil Applications Center (NCAC), some of your specific duties will include: - Manage all aspects of physical security for the Top Secret - Sensitive Compartmented Information (TS-SCI) secure facilities. - Plan, lead, develop, implement, control, and enforce security procedures. - Protect physical security for personnel, documents, facility, documents, equipment, systems and data. - Conduct special security briefings and debriefings to all levels of employees. - Implement and monitor policies, instructions, and procedures for safeguarding and use of classified information. - Review classification and declassification markings of sensitive materials; approve personnel access; and administer the need-to-know criteria. - Working with Information Systems Security Managers to make sure TS-SCI IT systems are in information security compliance. - Provide services related to maintaining encoders and other protection devices needed to ensure proper security for COMSEC information and data. Conditions of Employment for this Position: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: - your performance and conduct; - the needs and interests of the agency; - whether your continued employment would advance organizational goals of the agency or the Government; and - whether your continued employment would advance the efficiency of the Federal service. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications: For GS-13: Applicants must meet the following to qualify for the GS-13level: **One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-12 level in the Federal service. Examples of GS-12 level work include experience: 1) interpreting policies and directives issued from: DOI, USGS, Office of the Director for National Intelligence (ODNI), Defense Intelligence Agency (DIA), National Security Agency (NSA), National Reconnaissance Office (NRO), National Geospatial-Intelligence Agency (NGA), and other applicable Intelligence Community (IC) or Department of Defense (DOD) organizations 2) overseeing all aspects of physical security for Top Secret - Sensitive Compartmented Information secure facilities; 3) planning, development, implementation and maintenance of control procedures. 4) communicating potential impacts of personnel security requirements on operations; 5) monitoring policies, instructions and procedures for safeguarding and use of classified information.
