Major Duties:
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of security policy requirements to function as technical authorities in assignments requiring the application of new theories and developments to security problems. Apply knowledge of other security specialties to resolve major conflicts in policy and program objectives. Perform key decision-making and policy-developing responsibilities in difficult assignments, such as planning for new security program requirements or leading interagency study groups. Advise top-level agency security and subject-matter managers on new developments, planning long-range studies and forecasts, recommending methods for enhancing security system efficiency, evaluating and making recommendations concerning overall plans and proposals for major agency and interagency security projects, and implementing national level guidance in agency standards, guidelines, or policies for major security programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: . Expert knowledge of SAP Management, security concepts, programs, procedures, and practices to plan and implement security programs in these areas. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing, provides instructions, and maintains good working relationships. Mastery knowledge of security and safety concepts, principles, practices and procedures to analyze, and resolve issues. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission Other significant facts pertaining to this position are: 1. This position is designated special-sensitive, and incumbent must be able to obtain and retain a Top Secret security clearance with access to both Special Access Programs and Sensitive Compartmented Information. A non-disclosure agreement must be signed. 2. The employee may be required to take a random counter-intelligence polygraph and submit to additional background checks as a condition of employment and/or continued access to Special Access Programs. 3. This position has been designated by the Air Force as a Testing Designated Position under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. 4. Department of Defense Security Fundamentals Professional Certification is required within two years of established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval or the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. 5. The incumbent may be required to frequently travel away from the normal duty station on military or commercial aircraft to perform temporary duty assignments. 6. The incumbent will be required to drive to other installations to attend meetings and conferences; a valid driver's license is required for the position. 7. The work is primarily sedentary. Prolonged periods of sitting, reading, computer processing, and analysis are typical. 8. The incumbent requires the ability to perform physically arduous work such as climbing into false ceilings and crawling under false floors during physical security inspections. 9. The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. The employee may be required to carry a cell phone. 10. The employee is designated as an Emergency/Key/Mission Essential staff position. The duties of this position are essential to the accomplishment of wartime and/or contingency operations. 11. The employee may be subject to other duties as determined by USAFWC CC/CD, Director of Staff, A/5 Director or Chief of Advanced Programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
