The primary purpose of this position is to serve as the Command Information Assurance Officer/Assistant Chief, Special Security Management Division for the Pacific Air Forces (PACAF) Intelligence Directorate.

Major Duties:

  • Command Information Assurance Program Management. Develop and implement PACAF command system/network security SCI security policies and procedures and provides operational and administrative guidance to communication, security specialists and senior security officials for HQ PACAF and NAF units in the Pacific theater. Sensitive Compartmented Information (SCI) Security Program Management. Provides managerial and technical expertise in all facets of PACAF command systems/networks and SCI security program management to include personnel, physical, information, communications/TEMPEST, systems and network security to HQ PACAF and its four subordinate NAFs. Supervisory Responsibilities. In concert with Chief of Special Security Offices, supervises a division of 15 communication and special security professionals who are responsible for Information Assurance and SCI security management for HQ PACAF and four NAF units throughout the PACAF Theater of operations. Information Protection Management. Develops and implements PACAF command SCI security policies and procedures to ensure proper protection of critical classified information at all times. SSO Administrative Operation Management. Manages office administrative operation functions including office documentation system, tasker suspense control and mail distribution. Special Security Office Resource Management. Represents the MAJCOM as General Defense Intelligence (GDIP) Program Element Security Monitor (PEM). Team Management. Maintain a quality environment to enhance management of SCI security operations and products.

Qualifications: This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Administrative and Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Intelligence Community relationships. Knowledge of DoD, Air Forces, CIA, DIA and OPM regulations on SCI clearance eligibility process. 2. Knowledge of DOD, Air Forces, CIA, DIA, and NSA directives on Physical Security requirements. Interpretive knowledge of inter/outer departmental policies, directives, and regulations pertaining to information management or AIS security requirements for processing classified material. 3. In-depth working knowledge of DoD intelligence budget process including General Defense Intelligence Program (GDIP), Tactical Intelligence and Related Activities (TIARA) and President Budget Decision (PBD). Skills to efficiently organize and manage multiple projects. 4. Skills to communicate effectively with a diverse group of individuals using a high degree of tact and diplomacy. Ability to effectively inspect various activities based on governing directives or limited guidelines. 5. Ability to understand various intelligence agencies positions affecting AF SCI programs. Ability to understand and follow emerging technology advances in the INFOSEC field. 6. Ability to effectively supervise and evaluate a staff of employees PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
