Background information/Organizational Context
UNHCR operates on the frontlines of the world’s most volatile and dangerous environments, affected by political and economic instability, civil unrest, crime, armed conflict, and terrorism. As the global security environment deteriorates, crises intensify and multiply, and new and direct security threats emerge, the organisation’s unwavering commitment to reach the most vulnerable, including forcibly displaced and stateless persons, in these high-risk environments is constantly challenged.
UNHCR’s Field Security Service continuously monitors the global security landscape and changing conditions, identifies emerging threats and adapts security measures. When a crisis escalates or a new threat emerges, Field Security Service ensures agility in our Security Risk Management posture to enable us to “stay and deliver”. Field Security empowers the UNHCR workforce, decision-makers and security personnel to ensure personnel know how to operate safely in volatile environments and are able to respond to evolving security risks whilst delivering our mandate. Field Security provides effective, efficient and expert security risk management to protect both the UNHCR workforce and the communities we serve, ensuring that we access populations in most need.
In line with the Field Security Service Learning Training and Development Strategy there is a priority to conduct a global training needs analysis, transition existing security training materials to digital and online formats, ensuring global accessibility, consistency, and compliance through UNHCR’s Workday Learning platform. This requires dedicated capacity with strong instructional design, e-learning development, and technical knowledge of SCORM and Articulate tools to modernise and scale up global security learning programmes.
Duties and Responsibilities
• Design and conduct global training needs assessment (TNA)
• Develop interactive, engaging, user-friendly e-learning modules using Articulate Rise/Storyline and other online learning authoring tools
• Assist in the digitization and modernization of training content and materials to e-learning programmes
• Support the migration of existing and new security trainings to Workday Learning
• Convert existing global security training packages and materials into SCORM-compliant modules for Workday.
• Support the development of digital learning pathways, ensuring accessibility, inclusivity, and alignment with Person-Centered Approach principles.
• Coordinate within UNHCR units and sections, including Human Resources and the Field Security Service to ensure smooth deployment and tracking of online modules.

• Experience participating in interagency coordination mechanisms, supporting high-level UNHCR engagements with partners, and contributing to strategic training initiatives.
• Mentorship and professional development guidance from security practitioners.
