GENERAL DESCRIPTION:
The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel and change in duties as needed.
The Section Chief, Internal and Specialty Training under general direction, works together with Section Chiefs and assists the Division Chief, Training in planning, directing, and managing the day-to-day activities of all Internal and Specialty Training activities. Participates in managing the development and implementation of agency goals, objectives, and priorities. Provides direction and guidance in strategic operations and planning for emergency management training programs. The Section Chief, Internal and Specialty Training is responsible for coordinating projects and supervising work in developing education, training, and coordinating projects with State and Local governmental agencies and entities.
Availability for after-hours and weekend work is required. Must have the ability to operate outside of normal working hours on a twelve (12) hour shift during activations of the State Operations Center and able to deploy from normal duty station for extended periods in the aftermath of a disaster without relief and to work extended hours. Must have availability for extensive travel as needed by vehicle or other mode of transportation. Position is assigned a fleet vehicle.
This position reports to the Division Chief, Training.
This position is at-will status and serves at the discretion of the agency head.
*Salary is a fixed rate.
*This position is located on-site and not subject to telecommuting.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
Directs and manages assigned program area(s) and activities related to the Internal and Specialty Training within TDEM and all State and Local partners.
Directs and manages all TDEM Internal Leadership Training Programs.
Ensures all curriculum materials meets TDEM and TAMU branding guidelines.
Provides regional and statewide emergency management assistance in improving local and state-level operational readiness capabilities to respond to and recover from emergencies and disasters through training.
Takes appropriate action on senior-level management issues in the absence of a Division Chief. May be delegated as the Division Chief’s designee.
Conducts gap analysis and risk assessment on assigned program area(s) to enhance preparedness and reduce disaster impacts. Provides recommendations and solutions to improve the effectiveness of current processes and program area(s).
Works with all other areas of emergency management within TDEM to evaluate and improve responses to emergencies and staff proficiency in emergency management.
Serves as a subject matter expert and provides guidance and assistance in assigned emergency management program area(s). May conduct presentations and training on behalf of the agency.
Assists the agency at business meetings, hearings, legislative sessions, conferences, and seminars or on boards, panels, and committees.
Reviews, monitors, and interprets local, state, and federal regulations or guidelines and advises on actions necessary to comply.
Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
Plans, develops, implements, coordinates, monitors, and evaluates processes, written plans and procedures related to emergency management training.
Plans, assigns, and supervises the work of others. Completes performance evaluations and provides coaching and mentoring to direct reports.
Cooperates with State, Federal, and local offices and other agencies in emergency management matters.
Ability to travel 20%.
Ability to drive.
Face-to-face and person-to-person interactions are required.
Maintain a regular course of attendance during assigned work schedule and work extended hours when needed.

MINIMUM QUALIFICATIONS:
Education – Bachelor’s degree in applicable field or equivalent combination of education and experience.
Experience – Ten (10) years of progressively responsible experience in training or adult learning for a metropolitan, state, public sector, military, or large-scale organization, including five (5) years of supervisory experience.
PREFERRED QUALIFICATIONS:
Experience in emergency management, adult instruction, curriculum development, technical or policy writing.
Master’s in education, Curriculum, Instructional Design/Technology, or closely related field.
Six years of experience with a variety of eLearning educational tools and methods.
Experience with Section 508 of the Rehabilitation Act for accessibility standards.
Experience with Sharable Content Object Reference Model (SCORM )requirements.
Experience working with a Learning Management System (LMS).
Experience providing EMS Certification and Continuing Education to include medical skills training at an EMT-P level.
*Additional work experience or the type described above may be substituted for the education requirement on a year- for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.
KNOWLEDGE, SKILLS AND ABILITIES:
Working knowledge of, or the ability to rapidly assimilate information related to TDEM, state, and federal regulations, legislation, guidelines, policies, and procedures.
Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management.
Knowledge of Sharable Content Object Reference Model (SCORM).
Knowledge of Section 508 of the Rehabilitation Act for accessibility standards.
Proficient with Learning Management Systems (LMS) and Instructional Technologies.
Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness.
Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Must exercise excellent interpersonal skills to include poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers.

Ability to examine data/information, discern variations/similarities, and identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Proficiency with utilized software (e.g., Word, Excel, PowerPoint, and Outlook) and systems, and ability to learn new software/systems.
Ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

REGISTRATION, CERTIFICATION OR LICENSURE:
Must possess a valid Texas driver’s license or obtain one at hire.
Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
