Job Summary: This position serves as secretary to the Associate Director-Operations of VA Pacific Islands Health Care System (PIHCS) and is primarily responsible for the coordination and direction of secretarial and clerical processes impacting administrative services. Note: This position is subject to a consistency review in accordance with OPM classification standards to ensure uniform application of occupation and grade across the Department of Veterans Affairs.

Major Duties:

  • Major duties include: Uses tact, diplomacy, and a broad knowledge of office practices, procedures and protocols. Maintains an attitude of professionalism and exemplary customer service. Displays courtesy and assists as needed in various activities related to position as assigned. Maintains records and appropriate communication at all levels of the organization. Performs much of the work under pressure of deadlines. Serves as the Director's surrogate on the mailman system, receiving messages and taking appropriate action as needed. Maintains calendar and must be proficient in Microsoft Office programs. Maintain correspondence and documents concerning investigations, personnel, confidential reports, high level notices such as Issue Briefs and incident reports as necessary. Provides Director or other identified Pentad member with data reports or other reports as identified and requested. Works cohesively with Administrative Officers. Acquires office supplies using government credit card. Prepares and arranges travel for Director and other leaders as needed by securing travel, hotel accommodations, and ground transportation and subsequently completing travel expense vouchers cost effectively. Serves as timekeeper for personnel directly assigned to the time and leave unit of the Director. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/18/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Typing Requirement: Applicants for this position must possess a typing speed of at least 40 words per minute. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of rules and regulations pertaining to records management, time and attendance, travel, purchase card nonexpendable, publication and forms control; knowledge of administrative concepts and practices; Communicates effectively both orally and in writing; ability to prepare presentation documentation; skill in typing and transcribing dictation; ability to create and review correspondence; ability to apply analytical techniques to identify issues; ability to multi-task and prioritize..
