Job Summary: This position is located in Great Smoky Mountains National Park, in the Facility Management Division. Open to the first 100 applicants or until 01/05/2026 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Major Duties:

  • The typical seasonal entry-on-duty period for Great Smoky Mountains National Park is March - November, but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: March 8, 2026. Major Duties: Receives instruction designed to familiarize incumbent with functions and operations of the organization, and to provide experience in the practical application of a large body of standard engineering and/or architecture techniques and concepts associated with natural and/or cultural resources, and other physical assets. As a trainee, performs duties that are designed to orient the employee to NPS programs, and is provided training in the extensive concepts, regulations, policies, guidelines, and practices associated with natural and/or cultural resources, and other physical assets. Assignments are designed to provide varied experiences in the application of principles, procedures, and work techniques to actual operating situations. Accompanies and observes higher-graded employees and/or the supervisor in their presentation of briefings, lectures, multi-media shows, etc. May select presentation formats, assists in complex presentations, and may conduct presentations. Research technical reports or other documents to obtain information for higher graded technicians or professionals. Assists in the preparation of graphs, charts or tables for use by others. Writes text for inclusion in documents. Travels to park sites to collect data and samples, take measurements and photographs, conduct surveys, attend meetings, inspect facilities and/or construction activities. Work may include researching park or project information and coordination with appropriate park, regional office, or service center staff. Conducts structural evaluations involving inspecting the physical condition of structures and systems. Provides assistance to project teams for architectural and engineering task orders; duties may include collection of government provided data and materials for task orders, researching files, correspondence, previous studies, topographic surveys, etc. Inputs compiled data into Facility Management Software System (FMSS) as applicable. Performs basic cost estimates. AREA/DUTY STATION INFORMATION: Great Smoky Mountains National Park is located in the states of North Carolina and Tennessee and encompasses 800 square miles of which 95 percent are forested. The headquarters is located near the city of Gatlinburg, TN. There are 16 peaks over 6,000' in elevation and up to 90" of rainfall spread throughout the year. The Park has 10 campgrounds, 800 miles of horse and hiking trails, and 750 miles of fishable streams. The Smokies is within one day's drive for about 1/3 of the U.S. population and thus attracts 9 to 10 million visitors annually; making it the most visited, national park in the system. Climate is moderate with average lows in the summer in the 60's and highs in the 80's and 90's and average lows in winter between 20 and 30 with highs in the 50's. Snowfall averages range from 5" in Gatlinburg, TN, to 11" in Bryson City, NC. Within Great Smoky Mountains National Park there are 514,000 acres, approximately 350 miles of road, 900 miles of surface and graded trails, 65 miles of Lake Fontana shoreline, 15 schedules cemetery visits across Fontana, 500 buildings and structures, 35 water system, 30 sewer systems, 10 major campgrounds, 11 picnic areas, various other utility systems, heating system, 88 historical buildings, 150 cemeteries, a radio system to include 9 - remote repeater sites, 74 housing units in three districts. Within the parks boundaries, there are two states, five counties, three congressional districts, five electrical suppliers and three water/sewer utility suppliers.

Qualifications: All qualifications must be met by the closing date of this announcement-01/05/2026-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: performing clearly defined assignments aligned with and/or supporting professional engineering staff within the office; specializations of technical engineering work may include architecture, civil, drafting (utilizing AutoCAD), surveying, electrical, materials, and mechanical. Additional specialized experience includes technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: planner and estimator who analyzed designs for production purposes; instrument maker or model maker who performed design or development work on devices fabricate. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a bachelor's degree, in excess of 60 semester hours, and divide by 60 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
