Job Summary: This position is located in CUMBERLAND GAP NHP, in the Administrative Division. The typical seasonal entry-on-duty period for CUMBERLAND GAP NHP is April to October but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: April 2026.

Major Duties:

  • Open to the first 100 applicants or until 12/03/2025 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration. Serves as office receptionist answering the telephone and greeting visitors. Provides general information and directs visitors to appropriate personnel. Receives and distributes incoming mail and prepares outgoing mail for delivery. Maintains central filing systems. Serves as Travel Coordinator. Prepares travel documents including authorizations and vouchers. Serves as Timekeeper for the Park. Responsible for inputting and validating timesheets into computer system. Answers employees' questions concerning pay, hours of duty and leave. Responsible for preparing/submitting all Park deposits using OTC net and RBMS systems. Maintains property inventory records ensuring all property is properly numbered and accounted for. Conducts the purchasing of micro purchasing. Serves as the Park's Requisitioner. Enters all purchase requests into the financial system. Submits payments on all invoices. Receives incoming supplies, materials, and equipment. Orders and maintains office supplies. Uses computers and software for data collection, analysis, and collating. Prepares and type reports, letters, forms, and memorandums. Execute transactions and document activities in an automated financial accounting system. Performs related work in other administrative areas to broaden understanding of NPS activities. AREA INFORMATION: Cumberland Gap National Historical Park is in Kentucky, Tennessee, and Virginia. Park Headquarters is in Middlesboro, KY. Middlesboro, with a population of approximately 9,000 includes facilities such as medical, dental, and shopping centers. Elementary schools are in Middlesboro, KY, Harrogate, TN and Ewing, VA. Southeast Tech Community College, which is in Middlesboro, approximately 3 miles from the Park, has a 2-year program. Lincoln Memorial University, located in Harrogate, approximately 2 miles south of the Park, has a 4-year program. Summers are warm and humid with temperatures in the 90's; winters are normally cool with low's occasionally 15 degrees; elevation is 1040 feet. Qualifications: Requirements Continued... All qualifications must be met by the closing date of this announcement-12/03/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SELECTIVE FACTOR: In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. The duties of this position require the applicant to have the ability to type at least 40 words per minute is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-0303-05 grade level, you must possess at leat one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-GS-0303-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: performing administrative functions such as payroll, personnel, travel, and/or correspondence, using office procedures and equipment, organizing and analyzing numerical information, and meeting and dealing effectively with others. To be creditable, your experience must have involved the performance of various office duties described above equivalent to the GS-04 level in the Federal Service. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least four years of education above high school (120 semester hour or 180 quarter hours) leading to a bachelors degree with courses related to the occupation, such as business administration, recreation management, public relations, and/or communications, or that included or was supplemented by at least 24 semester hours in such subjects. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. NOTE: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. For example, I have six months of the specialized experience described in 2A above (50% of the experience requirement), and three years of college study from an accredited institution (50% of the qualifying education) which included at least 12 semester hours of related coursework as specified in B above (50% of the related coursework required). You must submit a copy of your transcripts and if selected you will need to submit your Official transcripts by EOD. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is considered by the organization as well qualified.
