Experienced SAP HCM & Payroll expert to serve as the bridge between Belgian Legislation and our SAP ECC environment. In this role, you will own the end-to-end cycle of legal compliance: monitoring regulatory changes, designing the technical solution, and configuring the SAP Payroll Schema (PY-BE) to ensure 100% compliance with Belgian tax authorities and social security bodies (ONSS/RSZ).

Key Responsibilities

1. Legislation & Tax Compliance Monitoring

  • Act as the primary subject matter expert for Belgian Payroll regulations (Country Legal Changes - CLCs).
  • Monitor updates from the Belgian government, unions, and tax authorities regarding Precompte Professionnel (Withholding Tax), Social Security calculations, and Labor Law changes.
  • Review SAP Legal Change Packages (LCPs) and OSS notes to determine their impact on the current system.

2. Design & Configuration (SAP ECC)

  • Translate legal requirements into functional and technical SAP specifications.
  • Perform complex configuration in SAP ECC Payroll (PY-BE) and Personnel Administration (PA).
  • Schema & PCRs: Maintain and modify Belgian Payroll Schemas and Personnel Calculation Rules to accommodate new tax logic or wage types.
  • Manage the configuration of Post-Payroll activities, including FI/CO posting and bank transfers.

3. Legal Reporting & Interfaces

  • Ensure the accuracy and maintenance of mandatory Belgian reporting interfaces, including:
    • DMFA / DmfAPL (Quarterly Social Security declarations).
    • Dimona (In/Out declarations).
    • Belcotax (Yearly tax sheets like 281.10, 281.20).
    • Social Balance Sheet.

4. Testing & Implementation

  • Lead the testing strategy for all legal changes (Unit Testing, Integration Testing, and User Acceptance Testing).
  • Perform Parallel Payroll Runs to compare results before and after implementing tax patches, ensuring zero discrepancies in net pay or tax liabilities.
  • Coordinate the transport management process (Dev $\to$ QA $\to$ Prod) for legal patches.

Required Skills & Qualifications

  • Experience: 5+ years of hands-on configuration experience in SAP ECC HCM, specifically module PY-BE (Belgian Payroll).
  • Technical Proficiency:
    • Deep understanding of the Belgian Payroll Schema and processing classes.
    • Ability to write and debug Personnel Calculation Rules (PCRs).
    • Familiarity with Feature configuration.
  • Legislative Knowledge: Expert-level knowledge of Belgian Labor Law, including Holiday Pay (Single/Double), 13th Month, Eco-vouchers, thematic leaves, and company car taxation

Preferred Qualifications (Nice to Have)

  • Ability to debug ABAP code to troubleshoot complex payroll errors.
  • Knowledge of Gross-to-Net calculations specific to Blue-collar vs. White-collar workers.
