Job Summary: This position is located with Bonneville Power Administration, in the Safety East (NFE) or Safety West (NFW) organization of Safety (NF), Chief Administrative Office (N). A successful candidate in the Safety and Occupational Health Manager position will serve as the Director of Safety East (NFE) or Safety West (NFW), supervising Safety & Occ. Health Specialists in providing planning, development, administration of directives, programs, systems & work processes in regional field environments.

Major Duties:

• As a Safety and Occupational Health Specialist, you will: Direct the Safety East/West organization in developing, continually improving and administering BPA's safety programs and policies for all field and external contractor construction work at BPA. Develop, oversee and execute field safety policies, standards and practices to ensure compliance. Execute and manage safety risk assessments. Implements approved risk mitigation strategies. Plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work. Represent the BPA and the Safety organization in conferences and meetings with other agencies, State and local authorities, private industry and public groups Serve as primary or backup Safety Officer for ICS incidents and drills and is certified through FEMA in the role.

Qualifications: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized Experience for this position is defined as 1) directing and coordinating the administration of occupational safety and health programs; 2) developing and executing field safety policies, standards and practices to ensure compliance; and 3) evaluating organizational programs for compliance with occupational safety and health requirements (i.e. laws, regulations, policies, etc.). "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
