Safeguards and Security (S&S) Course Manager

Amentum is looking for a Safeguards and Security (S&S) Course Manager to support our DOE NTC program in Albuquerque, New Mexico. The S&S Course Manager serves as a member of the National Training Center (NTC) training staff, with responsibility for training personnel of the Department of Energy (DOE), DOE contractors and subcontractors, and other federal, state, and local agencies.

This role involves conducting and scheduling training iterations, coordinating training with various subject matter experts (SMEs) while focusing primarily on vulnerability analysis (VA), security risk management, physical security systems, assessment surveys, and related subjects. You will maintain, develop, and revise courses using Instructional System Design (ISD) methodology. The S&S Course Manager formulates teaching outlines and determines instructional methods, utilizing knowledge of specified training needs, while integrating these programs into the DOE’s Safeguards and Security (S&S) disciplines, and evaluating the effectiveness of such methods. Additionally, you will be responsible for developing and selecting training aids, such as multimedia visual aids, training handbooks, coordinating security product demonstration models, and testing students to measure progress and evaluate effectiveness of such training and then incorporating training feedback results into training modules.

Responsibilities:

  • Primary responsibility is to instruct within the DOE S&S Program and utilize ISD methodology in all areas of class design and implementation.
  • Serves as a subject matter expert in DOE Safeguards and Security training by maintaining and applying a comprehensive (mastery-level) knowledge and competency in area(s) of occupational expertise i.e., vulnerability assessment, security risk management, performance testing, and assessment surveys, and related laws, regulations, and orders, most notably DOE orders and associated policies that concern one or more of the key S&S program elements consisting of program planning and management.
  • Maintaining and applying comprehensive (mastery-level) knowledge of training/learning methodologies and techniques; keeping up-to-date regarding requisite and prescribed training/learning techniques and methodologies; serving as lead on training projects/programs pertaining to the vulnerability assessment and security risk management field and surveys, acting as liaison with working groups in field of specialization or occupational expertise; and maintaining professional certification and qualification standards as applicable.
  • Teaches and conducts on-site (NTC) training instruction.
  • Facilitates, schedules, supports, and/or leads course mobile training teams (MTT) instruction based on DOE and national nuclear security administration (NNSA) site/facility training requirements.
  • Support strategic partnership projects (SPP) program to develop vulnerability assessment, security risk management, performance testing, and assessment surveys by working with various federal, state, local, and/or foreign points of contact (POCs) and/or SMEs as assigned and/or required by developing, reviewing, customer training needs and requirements.
  • Facilitates and/or leads course instruction by maintaining course schedules; planning and recommending requisite course instructional staff and resources; ensuring coordination of requisite pre-presentation activities.
  • Reinforces learning by utilizing teaching aids; demonstrating occupational practices, procedures, and techniques; involving students in hands-on or experiential learning and practical applications/exercises; encouraging student participation and interaction; answering student questions; observing student performance; providing feedback to students; identifying student progress and/or remedial training needs; providing technical guidance; coaching, counseling, and assisting students.
  • Evaluates effectiveness of training/course instruction by observing student performance and application of techniques and skills, assessing comprehension of subject matter.
  • Evaluates the training abilities, instructional and presentation skills of various SMEs as related to S&S program functions.
  • Satisfies course design and development by identifying training and development needs.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college, university, business, or technical-vocational school, with a minimum of five years of progressively responsible specialized DOE complex specific experience applying the principles, practices, and techniques used by safeguards and security personnel.
  • Professional teaching experience (minimum of five years) and certification as an instructor in an adult training program.
  • Comprehensive knowledge of local, state, and federal laws, regulations, and orders pertaining to safeguards and security training i.e., vulnerability assessment, security risk management, performance testing, and assessment surveys, and safety.
  • Strong interpersonal skills e.g., ability to work effectively on teams, communicate effectively, teach, motivate, and counsel students, work and interact effectively.
  • Effective communication skills e.g., ability to present ideas effectively in formal and informal situations and convey thoughts clearly and concisely, both orally and in writing.
  • Strong planning, organizational, and time management skills. Ability to effectively plan, organize, and prioritize work, and to control and follow up to assure work completion.
  • Demonstrated initiative i.e., initiate appropriate action without being directed) and ability to work independently.
  • Level of physical fitness and agility sufficient to perform requisite physical tasks and functions.
  • Must have or be able to obtain a DOE BAO (Building Access Only) clearance and a DOE Q Clearance. These clearances must be maintained for the duration of the contract. Note: US Citizenship is required to obtain a DOE BAO and DOE Q clearance.

Preferred Qualifications:

  • Any combination of relevant education, training, and qualifying experience i.e., experience comparable in difficulty to college-level work, totaling five years above the baccalaureate level, may be considered acceptable in providing the required knowledge, skills, and abilities rendering the applicant/incumbent fully competent to perform the essential duties, tasks, and responsibilities of this position.

  • Performance Testing Program Certification.
  • Assessment Survey Program Certification.
