The Opportunity
We’re seeking a qualified NTCSS RSupply Subject Matter Expert (SME) to join our Norfolk, VA team, supporting the mission-essential Naval Tactical Command Support System (NTCSS). This role involves requirements analysis and testing for the next-gen Relational Supply (RSupply), crucial for surface vessels, submarines, carriers, amphibious ships, Marine Corps Air Stations, Navy Expeditionary Forces, and Special Warfare. You'll optimize logistics operations across Navy and Marine Corps units, enhancing maintenance, parts inventory, finances, and technical manuals. As a valued team member, you’ll modernize critical logistics systems impacting combat effectiveness and operational availability.

Responsibilities

  • Explain complex supply concepts to support business analysts and developers for next-generation RSupply
  • Decompose current RSupply user interface business logic for transition to N-tier web service architecture
  • Provide in-depth knowledge to identify risks and mitigate issues in complex IT systems
  • Share expertise on relational database management systems and interface requirements with other naval systems
  • Function as a deep-level application, database, and systems administrator SME for RSupply
  • Develop and update test cases and test plans for RSupply application testing
  • Assist in maintaining the test case library and augment the IV&V testing team
  • Analyze NWCF and End Use funding transactions including JON Accounting
  • Identify and troubleshoot application and data-driven anomalies
  • Support comprehensive requirements analysis for next-generation RSupply development, ensuring future systems meet evolving operational needs
  • Demonstrate expertise in ADHOC Query functionality with RSupply tables
  • Document detailed procedures and functional test cases
  • Support supply chain management processes across Navy platforms
  • Apply knowledge of Navy Inventory and associated naval logistics systems
  • Contribute to modernization of NTCSS systems to meet cyber readiness demands

Qualifications

Required:

  • US Citizenship
  • Active Secret Clearance: With the ability to obtain a T5 investigation clearance.
  • 10+ years' experience performing U.S. Naval Supply activities, with at least 6 years working in NTCSS Relational Supply
  • In-depth knowledge of Naval supply policies and procedures as outlined in Coordinated Shipboard Allowance List, OPNAV INSTRUCTION 4441.12E, NAVSUP P-485 Volume Operational Forces Supply Procedures, and documents/publications in the NAVSUP Naval Logistics Library
  • Expertise in RSupply functions and interfaces with other supply systems, including the ability to identify and troubleshoot application and data-driven anomalies causing failures
  • Comprehensive understanding of Supply Inventory and all associated naval logistics and readiness management functions and systems
  • Minimum 5 Years of Experience: Demonstrated professional experience solving various technical problems.
  • Experience with DoD Systems: Experience with DoD Business IT supply, logistics, maintenance, and/or personnel administration systems for aviation, afloat, or shore activities.
  • Proficiency with Microsoft productivity tools (Word, Excel, PowerPoint)

  • Skill in documenting detailed procedures and functional test cases
  • Knowledge of Structured Query Language (SQL) and relational database management systems
  • DoD 8570 IAT Level 2 certification or higher (e.g., CompTIA Security+, CASP, CISSP) or ability to obtain within 6 months from hire

The proposed salary range for this position is:

$75,200-$158,100
