Job Description:

RISK MANAGER

Parsons are seeking a highly qualified Risk Manager to join our team.

In this position, you will apply your expertise in the implementation of a risk management systems across major client programs and contribute as an integral member of the implementation delivery team at Parsons in EMEA.

At this level, the Risk Manager will lead and implement the project risk management program across the construction project lifecycle — identifying, assessing, mitigating, monitoring, and reporting on risks (technical, financial, schedule, contractual, safety, compliance, environmental, security) - to safeguard project objectives and maximize success 

What You'll Be Doing:

  • Develop, implement and maintain a comprehensive Risk Management Framework for the project, aligned with contractual requirements, industry best practices (e.g., ISO 31000), and the Project Management / Construction Management (PM/CM) plan.
  • Proactively identify and assess risks (threats and opportunities) across all project phases - design, procurement, construction, commissioning - including technical, financial, schedule, safety/security, compliance, contractual, and environmental risks.
  • Maintain and manage the Risk Register / Risk Database, ensuring all risks and opportunities are logged, analysed, prioritized, mitigated, and tracked until closure.
  • Develop and implement risk mitigation, mitigation plans, contingency plans, and mitigation strategies, in coordination with project management, contractors, safety, legal, and other stakeholders.
  • Provide periodic risk reporting to senior management and project leadership: summarize risk status, emerging threats, mitigation status, contingency usage, residual risks, and risk-related recommendations.
  • Facilitate risk workshops, reviews, and briefings with stakeholders (client, PMC, contractors, consultants) to raise awareness, embed risk mitigation, and ensure alignment on risk treatment.
  • Leads and directs the delivery of Project Quantitative Risk Analysis (cost and time).
  • Collaborate closely with other project control functions (cost control, schedule control, quality assurance, safety/health/security, legal/compliance, document control) to ensure integrated risk management and avoid siloed risk treatment.
  • Monitor and ensure compliance with governance, regulatory, safety, security, environmental, and contractual obligations; assess legal and regulatory risk exposures and embed compliance in the risk framework.
  • Provide training and guidance to project teams and stakeholders on risk management principles, processes, tools, and best practices.

What Required Skills You'll Bring:

  • Bachelor’s degree (Engineering, Construction Management, Risk Management, Business Administration, or related field) — advanced degree preferred.
  • Minimum 12 years of experience in risk management, project risk, or construction project risk management; prior experience on large-scale or complex construction/ infrastructure projects strongly preferred.
  • Strong understanding of construction project lifecycle (design → procurement → construction → commissioning), contract structures, and project controls.
  • Demonstrated knowledge of risk management methodologies and standards (e.g., ISO 31000), and proficiency in risk analysis tools (e.g., risk registers, risk scoring, quantitative risk analysis, contingency modelling, @Risk, SAFRAN ,Primavera Risk Analysis, etc.)
  • Excellent analytical, problem-solving, and decision-making skills; ability to evaluate complex risks and develop practical mitigation plans.
  • Strong communication and interpersonal skills — ability to engage with senior management, contractors, multidisciplinary teams, and stakeholders; communicate risk clearly across technical and non-technical audiences.
  • Strong organizational, planning, and reporting capability; diligent documentation and follow-through.
  • Ability to lead risk workshops, briefings, and training; promote a risk-aware culture across the project.
  • Proactive, detail-oriented, and capable of working under pressure with tight deadlines.
  • Prior experience in mega-scale, multi-discipline, or high-security construction (e.g., defense, infrastructure, industrial, critical facilities).
  • Familiarity with contract types typical in Design-Build & Construction Management (D&B / CM), including risk-sharing, indemnity, bonding, insurance, contractor-controlled insurance programs.
  • Certification in risk management (e.g., CRMP, ISO 31000, PMP with risk management specialty, or similar).
  • Experience working in the Gulf / Middle East region, understanding of local regulations, standards, and stakeholder environment.
  • Knowledge of health, safety, environment, security, and cyber-risk aspects — especially relevant for sensitive / critical infrastructure projects.
