Location & Schedule

In this position you can expect to work in a hybrid setting, on-site three (3) days/week at the Denver Wastewater Management Building (2000 W. 3rd Ave., Denver 80223).

The Office of Right of Way is responsible for Right of Way Enforcement and the Right of Way Services (ROWS) division which handles plan review and permit issuances.

DOTI is seeking a highly skilled and motivated Right-of-Way Services Permit Review Technician II to join the Plan Review Specialists and Permit Review Technicians.

Specifically, as the Right-of-Way Services Permit Review Technician II, you will:

• Assist the plan reviewers with the daily delivery of review and issuance of Wastewater and Right of Way Permits for public and private development projects.
• Complete plan review intake and triage for all Wastewater and Right of Way permits.
• Assist with and schedule inspections resolving common questions and problems for staff, consultants, contractors, and the public. 
• Provide a strong customer centered focus in the delivery of all services, including in person, phone, email, and virtual platforms.
• Work collaboratively with your team to achieve team, City, and organizational goals.
• Participate with team, organization, or City-wide process innovation and improvement.
• Participate with team and Right of Way Services-wide teambuilding and educational events.
• Assist the team and supervisor as needed with agency project deadlines and reports with a team-based approach. Provide assistance with documenting new processes and updates of existing ones.

In addition, the ideal candidate will have some or all of the following experience, skills, and characteristics:

• Previous front-line experience as a permit review technician for construction permits with successful resolution of customer intake and design issues that conflict with applicable codes, standards, regulations, policies, and procedures. Right of Way or Wastewater experience preferred but not required.
• The demonstrated ability to provide excellent customer service, resolving customer questions and conflicts.
• Adept at de-escalation in challenging situations while being calm, adaptable, and flexible under pressure.
• Strong written and verbal communication skills and the willingness to address challenges in a direct manner with both internal and external customers.
• Detail-oriented, accountable, and able to effectively use the Microsoft Office Suite and other tools or software programs to successfully manage daily work.  Accela experience preferred but not required.
• Demonstrated successful participation in team, organizational, or City process innovation and/or improvement.

Required Minimum Qualifications

• Education requirement: Graduation from high school or the possession of a GED, HiSET or TASC Certificate.
• Experience Requirement: Four (4) years of experience reviewing requests and issuing permits for routine public right-of-way requests, non-technical construction projects with regard to building and zoning permits, or enforcement of building and zoning codes and regulations.
• Education/Experience Equivalency: Additional appropriate education may be substituted for the minimum experience requirements.
• License/Certifications: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
