Overview:

The Right of Way Services (ROW) West Manager position is responsible for establishing, communicating and executing the department’s objectives in alignment with Marathon Pipe Line’s (MPL’s) vision, mission, and strategic goals. This includes leading team members and land service contractors responsible for obtaining and maintaining land rights necessary for construction, operations and maintenance of assets across MPL’s Pacific West Region while promoting and progressing MPL’s Earning Your Trust Program and Public Engagement initiatives and programs.

The ROW West Manager identifies department needs and procures and manages the resources required to accomplish the work. Additionally, the position directs department personnel and process performance toward effectiveness and efficiency by continuous improvement and monitoring of progress. The ROW West Manager’s direct reports are ROW Specialists at various locations and administrative support.

This position affords a unique ability to regularly interact with Field Operations, multiple departments across MPL, contract land services companies, contract ROW maintenance contractors, and Logistics & Storage (L&S) Support Services and reports to MPL’s Field Services and Planning (FSP) Director.

Responsibilities

  • Support MPL’s strategic and tactical direction, communicating and managing resources to ensure success. Develops clear long-term department vision, objectives, and metrics considering available resources. Manage and deploy resources while monitoring the budget and accomplishing established immediate and long-term department goals. This could include augmenting resources as the workload dictates, ensuring ongoing cost-effective completion of the necessary workload.
  • Champion Marathon Pipe Line’s Earning Your Trust Program with both internal and external stakeholders. Provides guidance to ROW West Department employees and Operations on the objectives and commitments of the Earning Your Trust Program. Actively participated in Marathon Pipe Line’s Public Engagement Programs and supports the Public Engagement team, ROW West Department personnel and Operation in planning and executing these events.
  • Execute processes focused on field operations support including: Landowner Notification Process and Damage Settlement and Compensation Guidelines, ROW Vegetation Maintenance Process, ROW Acquisition Processes, Encroachment Management Process, including the Third-Party Encumbrance Guidelines, Real Estate Acquisition Process, ROW Agreement Management Process, Pipe & Facility Signage Process.
  • With consideration for risk tolerance, ensure development, documentation, communication, training, monitoring adherence, stakeholder feedback, and continuous improvement of ROW processes.
  • Provides input and strategic direction for interfacing and working with the Bureau of Land management as well as tribal communities. Provides the Public Engagement team and others with local perspective and insights to facilitate mutually beneficial engagement and fair treatment of all stakeholders.
  • In collaboration with the ROW East Manager and the ROW & Public Engagement Manager, develop, maintain, communicate, and monitor the ROW Department Change Plan and annual goals for ROW Processes, ensuring alignment with MPL’s strategic plan and in consideration of stakeholder feedback. Work with appropriate department personnel, project leaders and stakeholders to develop, maintain, and continuously improve ROW West departmental program objectives and scopes.
  • Ensure the development and maintenance of ROW-related Governing Documents and approve new documents and ongoing revisions.
  • Recommend and justify new and existing program activities and corresponding budget to the FSP Director, approving and communicating changes throughout the year as necessary. Ensure strategic plans are developed and tactical budgets are prepared.
  • Related to any ROW sponsored projects, review and approve Decision Support Packages (DSP’s) and Authorization for Expenditure’s (AFE’s) and participate in project update meetings with L3S.
  • Establish good interpersonal relationships so employees feel valued, appreciated and included in department activities. Establish and clearly communicate expectations for empowerment, performance and development, identifying gaps versus expectations on an individual employee level or common to groupings of department employees. Coach department personnel, fostering an open-door approach where employees feel comfortable soliciting input and direction and expressing their viewpoints. Align employee strengths, provide effective feedback, and support training opportunities to enable success in accomplishing goals.
  • Continuously improve leadership skills by analyzing individual performance gaps, developing a plan to address the gaps and taking action to achieve the goal.
  • Provides Community Relations, Compensation, and Claims support within the Incident Command Structure for MPL and its affiliates Emergency Response efforts.

Position Requirements

Degree: High School Diploma or GED required; Bachelor's degree preferred.

Major Discipline: Business, Communications, Public Relations, Real Estate, Engineering preferred.

Years Experience: Five (5) years experience in ROW, pipeline engineering or project management required. Land or ROW Certification preferred.

Travel Required (%): up to 50%. Valid Driver's License is required.

Proficiencies: Strong Excel, Word, PowerPoint and MS Project skills; strong written and verbal communication, negotiation, and critical thinking skills

Work Experience: Three (3) years of leadership experience preferred.
