Job Description:

Major Responsibilities 

 

Development of new opportunities and successful submission of quality proposals to ensure realization of the WVI intended impact on most vulnerable children in Laos   

  • Collaborate with the Senior Leadership Team (SLT) and the Programme  team as well as with WV Support Offices in organising and implementing activities that will facilitate WVI Laos  growth and  increase our impact for children  

  • Work with the Director for Resource Development (DRD) and the SLT in generating new leads and conducting necessary business research to build new opportunities 

  • Support programme teams in developing concept notes   

  • Coordinate the development of proposals and package the proposals together with the DRD  ensuring quality reviews are done and that submitted proposals have been reviewed against the evaluation standards of donors and the Support Offices.  

  • Assist in mapping and updating new acquisition opportunities and building relations with stakeholders 

  •  Take lead in any capacity building programme related to grant acquisition, project management, grant management 

  • Assist in writing proposals, especially those for WV Support Offices 

  • Undertake donor mapping and monitor donor websites and liaise with potential donor partners to determine grant sources, and other funding sources as appropriate under the National Strategy 

  • Liaise with WV Support Offices on the development of AP re/design ,  Private Non Sponsorship (PNS) projects that fit within the National Strategy and can contribute grants where possible 

Ensure that WVI Laos is compliant with the requirements of Support Offices and Donors in the implementation of the funded projects and activities 

 

  • Ensure donor requirements and standards are well understood by all relevant project and field staff (particularly in start-up phase) 

  • Provide any necessary mentoring and monitoring support to externally funded projects in accordance to donor expectations and what have come out of WVI Laos internal Learning through Evaluation and Accountability Planning processes 

  • Be the main support person for the DRD, Programme Operations Manager and SLT in   maintaining communications with support offices and donors for active funding    

  • Ensure that accurate donor and World Vision branding are in place in all grants 

  • Lead WVI teams in coordinating with donor project audits together with Finance team counterpart 

  • Initiate contact with WV Support Offices regarding the strategic GAM priorities of WV Laos 

Quality and timely compliance with internal WVI sponsorship and grants acquisition and management requirements  

 

  • Coordinate with the Regional Grant Acquisition and Management (GAM) focal points on GAM plans and requirements 

  • Ensure that WVI Laos is able to comply with the required GAM plans, reports and inputs  

  • Be the main GAM person responsible for WVI Laos updating in Horizon 

  • File all acquisition-related documentation appropriately, ensuring relevant content on the shared server is up to date 

Actively engage in WVI Laos organisational processes and in Resource Development team strengthening   

  • Participate in regular staff meetings and gatherings, team building, partnership, project management and campaign activities 

  • Represent WVI Laos externally as assigned by the DRD or SLT  

  • Support in translations between Lao and English to facilitate communications and learning   

  • Comply with WVI Code of Conduct and policies and required staff inputs and participation 

  • Ensure that there is strong child safeguarding in all grants through responsible personnel and strong policies and mechanisms 

Develop and lead on implementing the resource acquisition strategy  

  • Working with the different WVL stakeholders, identify and decide on target areas for funding needs 

  • Participate in Regional Office monthly updates and quarterly webex to stay informed on Global Strategy developments and regional peer learning 

Provide team leadership, capacity building to department, project and program staff as deemed appropriate 

  • Lead capacity building of WV Laos staff in proposal development, donor engagement and opportunity tracking.  

  • Build staff capacity on grant/PNS/program management including report writing 

Support and join emergency response teams in periods of calamities 

  • Support the planning and implementation of   WVI emergency responses  

  • Support development of project proposals during emergency periods  

  • Facilitate grant management for emergency response funds 

 

Knowledge and Qualifications 

  • Bachelor’s degree in relevant discipline such as development studies, education, health, economics, management, agriculture, etc. 

  • At least 2 years experience in assisting in developing project / program design 

  • At least 2 years experience in assisting in writing proposals 

  • At least 2 years working in a donor relations position (that involved understanding donor’s priorities, requirements and standards, and presenting the organization to donors in a professional manner in person and in writing) 

  • At least 3 years of experience working in a multinational environment 

  • Demonstrated knowledge of programming, funding, and financial management standards 

  • Demonstrated basic knowledge of some sectoral programs, transformational development approaches and issues 

  • Strong analytical and problem solving abilities 

  • Strong interpersonal communication skills, positive attitude 

  • Strong English skills – especially written 

  • Computer literacy, especially in Microsoft Word and Excel 

 

Work Environment:  

Sometimes requires working overtime or on holiday/weekends to meet strict deadlines 

Field travel/project visit to the provinces approximately 10-15% of the time
