Make a Real Difference for Oregonians in Residential Care

Are you driven by advocacy, equity, and ensuring people’s rights are protected? Join the Residential Facilities Ombudsman (RFO) Program—a small, mission-focused team serving Oregonians with developmental disabilities and mental health conditions living in more than 3,365 licensed group and foster homes statewide.

This offers meaningful work, flexibility, and the opportunity to uplift the voices of some of Oregon’s most vulnerable residents.

What You’ll Do

As the RFO Resident Hearings Representative, you will represent residents in administrative hearings and ensure their rights are upheld. These hearings usually relate to a move out (eviction) notice a service provider issued the resident. In this role, you will:

  • Represent residents in administrative hearings and help them understand their options.

  • Review notices and case information for legal sufficiency.

  • Prepare hearing plans and case strategies aligned with each resident’s goals.

  • Analyze statutes, rules, and evidence related to complex DD, MH, and Medicaid issues.

  • Collaborate with RFO staff, state partners, and providers to support fair outcomes.
