Flood Control DistrictAbout the Position
The Resident Engineer is the Flood Control District’s on-site technical lead, guiding the successful delivery of public infrastructure projects from the ground up. In this role, you will apply your engineering expertise to oversee construction activities, lead field inspections, troubleshoot issues in real time, and keep communication flowing among contractors, consultants, project managers, and key stakeholders.
You will ensure every aspect of construction aligns with contract requirements, engineering standards, and regulatory expectations, while keeping projects on schedule, on budget, and built to last. Your work directly supports public safety and resource stewardship through proactive oversight, precise documentation, and a commitment to quality.

We Require
Two years of professional experience as a Resident Engineer
Bachelor’s degree in Civil Engineering or a closely related field
Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration, or by the technical board of another state, with the ability to obtain Arizona registration within six months of employment
Other Requirements
Successful candidates must currently possess, or have the ability to obtain, a valid Arizona driver's license by the time of hire.

Horizontal construction experience in public works projects, emphasizing flood control-type projects, including dam safety-related construction experience
Construction experience on roadway and transportation projects
Direct work experience with dam safety projects and geotechnical engineering
Experience in the review of projects for constructability and bid-readiness
Experience with construction alternative project delivery methods
Certified Construction Manager (CCM)
Experience on federally funded construction projects
Job Contributions
Perform as a senior construction manager, directly managing field construction activities on multiple construction projects. This includes providing guidance and direction to contractors, resolving construction issues and problems at the lowest level, and ensuring compliance with all regulatory requirements
Perform in-house reviews of construction plans and specifications, participate in constructability reviews, and prepare reports documenting construction activities and progress
Use engineering knowledge to identify and resolve construction problems in accordance with the plans and specifications. And accomplishes this in accordance with the project's regulatory requirements
Will provide guidance and mentor other construction managers and inspectors
Coordinate with project managers, stakeholders, and agencies to ensure the successful completion of construction projects that will meet the expectations of all project partners

Working Conditions
This position is eligible for hybrid flexibility after a brief training period
Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly, or requires walking or standing to a significant degree
Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
Incumbent may be subjected to extreme temperatures, wetness/humidity, respiratory hazards, and noise and vibration
Machines, Tools, Equipment, Software, and Hardware
ArcGIS/ArcPro.
Protective Equipment Required
As needed for fieldwork; provided by the employer.
