Shape the Future of the Water Sector — Join Us as a Regulatory Reform Analyst!

In July 2025, the Independent Water Commission (IWC) published its recommendations for the largest sector-wide reform programme since privatisation. With 88 proposals set to reshape the regulatory environment for decades, these reforms present both significant challenges and major opportunities for Anglian Water. Our Board has set a clear expectation that we proactively engage with this agenda to ensure the reforms support the delivery of our Purpose and long-term business plans.

This role is ideal for someone who is curious, quick to learn, and motivated by the opportunity to influence the future of the water sector. As a Regulatory Reform Analyst, you will strengthen our internal capability to respond to the reform programme. Your high-quality analysis will support the assessment of reform proposals, development of company positions, and wider thought-leadership activity. You will also contribute to the creation of key narratives that shape our influencing work, while building strong relationships across the business.

Beyond the reform programme, this role will remain a core part of the Regulation team. Through your work, you will gain a deep understanding of the new regulatory system and play an important role in ensuring Anglian Water continues to operate effectively in the reformed environment — including contributing to successful outcomes at the next price review.

What will you be doing?

  • Analysis to Support the Reform Programme
Provide high-quality analysis to shape Anglian Water’s reform objectives and assess government proposals. Build the evidence base for influencing activities, manage case studies and consultancy input, and support broader regulatory work including incentives, price review preparation, and engagement with Ofwat or its successor.

  • Development of Submissions & Publications
Contribute to formal and informal regulatory submissions by developing clear, compelling narratives backed by analysis. Ensure the reform perspective is reflected in wider consultations, support the creation of external papers and thought-leadership content, and take ownership of data accuracy within submissions.

  • Ideas Scanning & Insight
Monitor external publications and emerging thinking across the sector. Analyse implications for Anglian Water’s reform programme and recommend adjustments to priorities or workstreams as needed.

  • Building Analytical Capability
Enhance analytical processes by using data tools, automation, and AI. Maintain strong awareness of available data across the business and sector, and actively explore new methods to strengthen regulatory and policy analysis.

As a valued employee, you’ll be entitled to:

  • Personal private health care

  • 26 days annual leave

  • Flexible working

  • Competitive pension scheme – Anglian Water double-matches your contributions up to 6%

  • Bonus scheme

  • Flexible benefits to support your wellbeing and lifestyle.

What does it take to be a Regulatory Reform Analyst?

  • Experience of analysing data, regulatory or policy documents, and presenting conclusions / insights to stakeholders

  • Experience in the development of regulatory submissions, consultation responses, regulatory engagement or strategic planning

  • Familiarity with water sector regulation, including economic and environmental regulation, and the water sector reform agenda

  • Experience of report writing and the development of compelling narratives

  • Experience of working in an agile manner within a fast-paced environment

  • Qualified to degree level or equivalent

We’re looking for someone who can balance detailed analytical work with a clear strategic mindset. You’ll be proactive, self-driven, and comfortable using data and technology to support their work. Strong communication skills are essential — both in engaging confidently with stakeholders at all levels and in translating complex information into clear, accessible written material. You’ll thrive in a fast-paced, evolving environment, working with agility and staying effective under pressure.

Why Apply?

This is a rare opportunity to play a pivotal role in the biggest regulatory reform the water sector has seen in decades. You’ll be at the heart of shaping how Anglian Water responds, influencing strategic decisions, and contributing to long-lasting change across the business and the industry. You’ll develop deep expertise in a new regulatory landscape, build a broad internal network, and grow your capability in analysis, policy, and strategic thinking — all while helping drive positive outcomes for customers, communities, and the environment.
