Northrop Grumman Aeronautics Systems is seeking a Regulatory Compliance Manager 2 to lead a geographically dispersed team, provide technical expertise, government relations with DCMA and DCAA, and sector leadership in government contractor cost accounting.  This position can be performed virtually and is not location specific.

  

Roles and responsibilities include, but are not limited to:

  • Lead the incurred cost submission for multiple segments and meet statutory deadlines in compliance to regulatory requirements

  • Lead the development of interim billing rates, quick closeout rates, final rates, and corresponding cash impacts

  • Lead the quarterly overhead reserves and estimate potential margin impact

  • Lead the processing and reconciliation of prior period adjustments through the balance sheet accounts and development of contract recording models

  • Lead CAS non-compliance gross dollar magnitude (GDM) and cost impacts, where required

  • Mentor and train employees on Northrop Grumman’s ERP Systems (S4/SAP, OLAP Analysis, AO Analyzer, etc)

  • Provide support for all audits by internal and external auditors (DCMA/DCAA, Internal Audit, and Deloitte), as needed

  • Partner across the Controller organization and Sector to ensure success of business priorities and outcomes

Basic Required Qualifications:

  • Must either have a bachelor's degree in business, accounting or related discipline with 9 years of experience working at a U.S. Government Contractor, or equivalent, or a master's degree in business related discipline with 7 years of stated experience or a PhD in a business related discipline with 5 years of stated experience

  • Direct experience in development of incurred cost proposals, interim billing rates, and overhead reserves

  • Expert level Microsoft Excel skills (advanced formulas, pivot tables, macros, etc).

  • Expert level S4/SAP/OLAP Analysis/Analyzer skills (CO, PS, FI, PCA, Billing, and Procurement modules)

  • Experience leading a virtual team

  • NG policy/procedure and disclosed practices expertise

Preferred Qualifications:

  • Master's degree

  • Experience interfacing with DCMA and DCAA

  • Understanding of U.S. Government regulations, including Cost Accounting Standards, FAR and Agency FAR supplements

  • Secret Clearance

Primary Level Salary Range: $121,000.00 - $181,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
