Job Description:

Business Oregon, the state’s economic development agency, is currently hiring a Regional Project Manager (Operations and Policy Analyst 3). This position supports our Economic Development Division by partnering with Regional Development Officers to develop and advance infrastructure and business projects. You’ll play a key role in moving projects forward, from early coordination through delivery, while also working with program staff to inform and improve infrastructure-related policies.

This position partners with local, regional, state, and federal stakeholders to deliver resources and support to communities in Josephine and Jackson Counties. To effectively perform the duties of this role, the selected candidate must have proximity to, and familiarity with, these counties. This is a hybrid position, with an expectation of some in-office presence in the regional office as needed to support business and team needs.

Here’s what you will do:

  • Evaluate project budget and disbursement schedule. Identify potential risks and difficulties, and design strategies to mitigate or avoid them.

  • Collaborate with recipients and follow contracting guidelines to develop project descriptions, contractor statement of work; review and evaluate bids from contractors.

  • Manage project steps to cause participation of project recipient team members and other stakeholders. Monitor and track project budget, schedule, and performance.

  • Work in concert with the Regional Development Officer to assist cities, counties, tribes, special districts, other agency staff, Federal partners, and legislators to coordinate the development of Agency projects. Assemble external and internal resources needed to move projects forward.

  • Evaluate grant and loan applications for capital infrastructure projects using department funding sources. Work includes developing scope of work, both budgets and activities to be funded.

  • Analyze project eligibility and feasibility. Compare application against relevant laws and regulations, determining whether the proposed project is feasible and cost effective and programmatically eligible for funding.

  • Legislative Coordination of directly financed legislative projects. Initiate and coordinate legislative changes to support policy options for funding projects.

  • Develop legislative funded projects through collaborative efforts with stakeholders and relevant agencies.

  • Manage and coordinate an agency legislative funded project tracking system of significant size and complexity. Write staff recommendations for direct legislatively funded projects.

  • Assist program staff to review statutes, rules and policy and recommend changes to regulations that will enhance the programs and streamline operations. Identify problems in interpretation of laws and rules, or areas where regulations need clarification.

  • Maintain extensive knowledge of departmental Programs in relationship to infrastructure and community development to carry out Agency’s mission, keep programs up-to-date and make recommendations for policy change.

  • Provide information for Department and team success stories for communications purpose and as requested by stakeholders. Assist in the tracking of agency and team performance metrics.

Minimum Qualifications:
 

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work

OR

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification

  • Experience managing complex projects from development through completion, including tracking budgets, schedules, risks, and performance.

  • Proficiency developing and administering contracts, creating scopes of work, negotiating terms, and processing amendments.

  • Experience evaluating grants and funding applications. Reviewing grant and loan applications for eligibility, feasibility, cost-effectiveness, and compliance with program requirements.

  • Experience coordinating with diverse stakeholders and partners. Working with internal teams, local governments, and federal partners (e.g., FEMA, USDA, EPA) to develop and advance projects to build complex project funding sources.

  • Experience monitoring compliance and resolving project issues. Ensuring projects meet state and federal requirements, identifying issues, and implementing corrective actions.

The Economic Development Division (EDD) promotes business and economic development opportunities by removing barriers to business growth and job creation/retention. The EDD division services include assisting Oregon businesses and communities to access State incentive programs for public and private sectors.  Incentive programs and assistance include business finance programs, global trade assistance, infrastructure financing and other community and economic development programs.  Recruitment Officers, Regional Development Officers, Global Trade Specialists, analysts, program specialists and coordinators, and loan officers work collectively in partnership with Oregon businesses and local communities to achieve the State’s economic development goals.
