Carpenter’s Latrobe Specialty Metals operations, located on a 184-acre site in Latrobe, PA, was acquired by Carpenter Technology in 2012 and continues a century-long legacy of leadership in metals technology. The facility specializes in manufacturing high-strength and high-performance specialty alloys, including tool and die steels, for aerospace, energy, and industrial applications. It houses melting, hot rolling, and finishing operations, supported by advanced metallurgical expertise and over 180 types of processing equipment. The Latrobe plant also plays a key role in producing vacuum induction melted (VIM) and vacuum arc remelted (VAR) materials, ensuring superior quality for mission-critical components. With approximately 650 employees and a 250,000-square-foot manufacturing footprint, the site is engaged in both domestic and international manufacturing, importing, and exporting activities, serving global customers with precision-engineered solutions.
Regional Manager – Environmental
Position Overview:
The Regional Environmental Manager will lead and coordinate environmental compliance and sustainability efforts across multiple heavy manufacturing facilities within the designated region. This role combines hands-on engagement at plant sites with strategic program development to ensure regulatory adherence, minimize environmental risks, and drive continuous improvement in environmental performance. The position supports the Corporate Director of Environmental and Sustainability in implementing sound environmental programs and compliance measures.
Primary Responsibilities:
Direct, implement, and execute environmental programs, plans, and procedures to ensure compliance with Federal, State, and Local regulatory and permit requirements across multiple Carpenter facilities.
Recommend operational practices that exceed compliance standards and promote sustainability.
Provide problem-solving expertise related to environmental aspects of operations.
Review and optimize waste management practices using waste minimization techniques and sustainable business practices.
Prepare or oversee permit applications and maintain applicable permits for production processes and facilities. Ensure timely and accurate submission of all regulatory reports.
Evaluate proposed production facilities and processes for compliance and resource efficiency (energy, water, waste).
Conduct internal and external audits to assure compliance; recommend corrective actions and manage noncompliance notifications to regulatory agencies.
Develop, implement, and maintain monitoring, recordkeeping, and reporting activities, including weekly environmental metrics and permit deviation tracking.
Identify, evaluate, and select suitable waste treatment, transportation, and disposal contractors.
Deliver environmental compliance and awareness training to site personnel.
Perform other duties and special projects as assigned.
Job Requirements:
Bachelor’s degree required (Environmental Engineering, Environmental Science, or related field preferred).
Minimum 6 years of experience as an engineer or compliance specialist in manufacturing or consulting environments.
Ability to travel up to 50% monthly.
Technical Expertise:
Air permitting experience, stormwater management, and metals reclamation/recycling preferred.
Familiarity with Title V, EPCRA Tier 2 and TRI, NPDES, Waste Management (Hazardous, Universal, Solid).
Experience with ISO14001 or other Environmental Management Systems.
Leadership & Communication Skills:
Ability to influence and lead environmental and sustainability improvement efforts.
Strong written and verbal communication skills; proven ability to coach, mentor, and collaborate effectively with facility personnel.
Ability to prioritize tasks and make decisions in a fast-paced, changing environment.
