The Regional Learning Manager leads the strategy, delivery, and sustainment of learning programs across an assigned region to ensure compliance, performance improvement, and leadership development. This position serves as the primary learning and development (L&D) point of contact for regional operations, responsible for ensuring all training is accurate, up to date, and executed with excellence.
The Regional Learning Manager directly facilitates learning sessions, provides coaching and development for local trainers and training coordinators, and ensures knowledge transfer from the classroom to on-the-job application. This role oversees all aspects of regional training operations including regulatory training compliance, new hire orientation, annual and technical training, competency-based development, and leadership programming.
DUTIES AND RESPONSIBILITIES:
Learning Leadership & Program Oversight
- Serve as the regional leader for all learning and development activities, ensuring consistency, compliance, and alignment with corporate standards.
- Lead implementation of training programs including New Employee Orientation, annual refresher, technical/functional, competency-based, and soft skills training.
- Ensure full compliance with state, federal, and accreditation training requirements; maintain audit-ready records and reports.
- Monitor and analyze regional training metrics (completion rates, compliance, evaluation results) to drive continuous improvement.
- Partner with the Regional Learning Director to ensure all training programs align with strategic organizational goals.
Facilitation & Coaching
- Deliver and support enterprise-wide leadership development programs and other professional development series.
- Model effective facilitation and adult learning practices while coaching local trainers to strengthen delivery quality and engagement.
- Conduct field visits to evaluate program effectiveness and ensure transfer of learning to practice.
- Facilitate instructor-led and blended learning sessions for diverse audiences, including frontline, clinical, and leadership teams.
- Obtains and maintains all certifications required to deliver enterprise-wide training programs, which may include (based on assignment/role):
- Certified CPR/First Aid Instructor (AHA, ARC, or approved equivalent)
- Certified Wheelchair Securement Instructor
- Certified Let’s Drive / Defensive Driving Instructor
- Certified Instructor for the company’s approved Intervention & Prevention curriculum for supporting individuals within IDD and Behavioral Health service lines
- Any additional state-specific or role-specific instructor credentials required by licensing or regulatory bodies
- Prepares and delivers required training sessions ensuring all required training courses are delivered accurately, consistently, and in accordance with curriculum guidance, adult learning principles, and company standards.
- Ensures fidelity to curriculum demonstrating mastery of required content and delivers instruction in a manner that reinforces safety, reduces organizational risk, and promotes high-quality support for employees and individuals served.
- Supports training compliance and scheduling through coordinating training sessions to ensure employees complete mandated courses within required timeframes. Assists with tracking attendance and documenting employee completion as needed.
- Coaches, observes, and provides feedback to trainers and employees during and after trainings by providing coaching, observing skill demonstrations, and offering corrective guidance to ensure proper application of trained skills (e.g., physical intervention techniques, CPR practices, wheelchair securement procedures).
- Ensures all training materials, equipment, safety tools, and documentation are prepared and updated prior to delivering sessions.
Team Development & Field Support
- Provide guidance, mentorship, and performance oversight to local unit trainers and training coordinators within the region.
- Ensure local training teams are supported with accurate content, updated materials, and consistent delivery standards.
- Coordinate schedules, logistics, and materials for all regional learning initiatives.
Curriculum and Content Management
- Review and refresh regional training materials to ensure accuracy, compliance, and alignment with current policy and best practice.
- Identify local training needs and collaborate with the Regional Learning Director to create supplemental resources or microlearning modules.
- Leverage LMS reporting and technology tools to deliver, track, and analyze learning activities.
- Ensure consistent implementation of organizational learning campaigns and system rollouts.
Evaluation & Continuous Improvement
- Track knowledge transfer and evaluate training effectiveness through observation, feedback, and performance metrics.
- Partner with Quality, Compliance, and Operations teams to ensure training directly supports service outcomes and regulatory readiness.
- Recommend enhancements to delivery methods, technology, or curriculum based on learner and operational feedback.
- Other duties as assigned
SUPERVISORY RESPONSIBILITIES
- May directly supervise regional learning staff depending on region size and structure.
MINIMUM QUALIFICATIONS :
- Bachelor’s degree in Human Services, Education, Organizational Development, or a related field preferred.
- 3+ years’ experience in training leadership, adult learning, or organizational development within healthcare, human services, or other regulated environments.
- Demonstrated experience managing large-scale training initiatives across multiple locations.
- Proven expertise in adult learning principles, facilitation, and training evaluation. Ability to engage with diverse audiences and adapt facilitation styles accordingly.
- Proficiency with Microsoft Office and basic use of LMS platforms. Proficiency in Learning Management Systems (Workday Learning preferred) and eLearning design tools.
- Excellent communication, presentation, and interpersonal skills with the ability to influence and engage diverse teams.
- Strong organizational and project management skills.
- Valid driver’s license and ability to travel frequently with short notice.
- Bilingual skills a plus.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
- Ability to perform tasks requiring sustained physical activity, such as sitting, standing, walking, or repetitive hand movements.
- Frequent use of standard office equipment, including computers, phones, and other peripherals.
- Ability to lift and carry items within a reasonable weight range, if necessary.
- Regular use of technology and exposure to prolonged periods of screen time.
