The Regional Learning Director provides strategic and operational leadership for learning and development across an assigned region. This position is responsible for translating enterprise learning strategy into regional execution—ensuring regulatory compliance, consistent delivery, and measurable impact across all service lines.
Reporting to the Senior Director of Learning & Development, the Regional Learning Director oversees a team of Regional Learning Managers who lead local training operations and facilitation teams. The Director ensures program integrity, standardization of materials, and the alignment of all learning activities with RHA’s organizational mission, compliance requirements, and workforce development goals.
This role requires a visionary learning leader who can balance strategy with execution—driving innovation in instructional design, technology-enabled learning, and leadership development while maintaining accountability for results and compliance.
DUTIES AND RESPONSIBILITIES:
Strategic Leadership & Alignment
- Translate the enterprise L&D strategy into actionable regional plans, ensuring consistency in training delivery and outcomes across all markets.
- Partner with the Senior Director of L&D to design and execute scalable, high-impact learning initiatives that strengthen workforce capability and retention.
- Collaborate with regional and corporate stakeholders—including HR, Operations, Clinical, and Compliance leaders—to identify training needs, priorities, and content development opportunities.
- Ensure alignment of all regional learning programs with organizational strategy, regulatory mandates, and accreditation standards.
Program Execution & Accountability
- Oversee execution of all learning programs within the region, including new hire orientation, annual and technical training, compliance curricula, competency-based learning, leadership development, and soft skills programming.
- Ensure that all required training is completed on schedule and meets quality, documentation, and audit-readiness standards.
- Establish performance metrics for regional learning effectiveness, compliance completion, and knowledge transfer; analyze data and recommend improvements.
- Maintain accountability structures for Regional Learning Managers and local training teams to ensure quality, consistency, and learner engagement.
Content Development & Innovation
- Create or adapt learning content while maintaining standardization.
- Promote use of modern learning modalities (eLearning, microlearning, blended learning, virtual instructor-led) to enhance accessibility and retention.
- Partner with subject matter experts to update technical and clinical training content to reflect policy, regulatory, and best-practice changes.
- Contribute to the design and facilitation of enterprise-wide leadership development and professional growth programs.
Leadership & Team Development
- Lead, coach, and develop Regional Learning Managers, fostering a high-performing, collaborative team culture.
- Provide mentoring, performance feedback, and professional development planning for all direct reports.
- Support succession planning, cross-training, and continuous professional growth within the L&D function.
- Reinforce consistent facilitation standards and quality assurance practices across all regions.
Compliance, Quality, and Evaluation
- Ensure all regional training programs adhere to state, federal, and payer training mandates (e.g., HIPAA, abuse prevention, CPR/First Aid, medication administration).
- Collaborate with Quality, Compliance, and Risk leaders to verify audit readiness and accurate documentation within the LMS.
- Evaluate effectiveness of learning programs using data analytics, field observation, and learner feedback; report outcomes to the Senior Director of L&D and HR leadership.
- Drive continuous improvement through evidence-based program enhancements and innovation.
Stakeholder Partnership & Communication
- Serve as the primary L&D liaison for regional executives and operational leaders, providing data-driven insights and strategic recommendations.
- Communicate learning priorities, timelines, and outcomes clearly across all organizational levels.
- Build partnerships with external training vendors and professional associations to maintain access to current learning tools and trends.
Training & Facilitation Responsibilities
- Facilitate instructor-led and blended learning sessions for diverse audiences, including frontline, clinical, and leadership teams.
- Obtains and maintains all certifications required to deliver enterprise-wide training programs, which may include (based on assignment/role):
- Certified CPR/First Aid Instructor (AHA, ARC, or approved equivalent)
- Certified Wheelchair Securement Instructor
- Certified Let’s Drive / Defensive Driving Instructor
- Certified Instructor for the company’s approved Intervention & Prevention curriculum for supporting individuals within IDD and Behavioral Health service lines
- Any additional state-specific or role-specific instructor credentials required by licensing or regulatory bodies
- Prepares and delivers required training sessions ensuring all required training courses are delivered accurately, consistently, and in accordance with curriculum guidance, adult learning principles, and company standards.
- Ensures fidelity to curriculum demonstrating mastery of required content and delivers instruction in a manner that reinforces safety, reduces organizational risk, and promotes high-quality support for employees and individuals served.
- Supports training compliance and scheduling through coordinating training sessions to ensure employees complete mandated courses within required timeframes. Assists with tracking attendance and documenting employee completion as needed.
- Coaches, observes, and provides feedback to trainers and employees during and after trainings by providing coaching, observing skill demonstrations, and offering corrective guidance to ensure proper application of trained skills (e.g., physical intervention techniques, CPR practices, wheelchair securement procedures).
- Ensures all training materials, equipment, safety tools, and documentation are prepared and updated prior to delivering sessions.
SUPERVISORY RESPONSIBILITIES:
- Directly supervises Regional Learning Managers and may oversee assigned facilitators, instructional designers, or administrative learning staff within the region.
- Provides leadership in hiring, onboarding, coaching, and performance evaluation of learning staff.
MINIMUM QUALIFICATIONS :
- Bachelor’s degree in Education, Organizational Development, Human Resources, or related field
- Minimum 5 years of progressive learning leadership experience, including multi-site or regional program oversight.
- Minimum 3 years of supervisory experience leading training teams or learning managers.
- Proven success designing, implementing, and evaluating large-scale training programs across complex organizations.
- Deep understanding of adult learning theory, instructional design, and performance improvement models.
- Proficiency in Learning Management Systems (Workday Learning preferred) and eLearning tools (Articulate, Captivate, Rise, etc.).
- Experience in healthcare, behavioral health, or human services settings strongly preferred.
- Excellent communication, facilitation, and strategic planning skills.
- Ability to travel extensively throughout assigned region.
- Professional certifications (ATD CPLP, SHRM-CP/SCP, HRCI-SPHR, or equivalent).
- Experience in regulatory or accreditation-based training management.
- Ability to influence across all organizational levels

- Ability to perform tasks requiring sustained physical activity, such as sitting, standing, walking, or repetitive hand movements.
- Frequent use of standard office equipment, including computers, phones, and other peripherals.
- Ability to lift and carry items within a reasonable weight range, if necessary.
- Regular use of technology and exposure to prolonged periods of screen time.
