Job Summary: You will serve as a REGIONAL DISPATCH CENTER TRAINING SPECIALIST in the Operation, Command, Navy Region Northwest of COMMANDER, NAVY REGION NORTHWEST. Salary Range: GS-08: $62,809 - $ 81,648 GS-09: $69,373 - $ 90,190
Major Duties:
Qualifications: GS-08: Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Operating various systems such as Computer Aided Dispatch (CAD) System, radio equipment, trunking radio and talk group systems, Enhance 911 telephone systems and fire and security alarm systems to respond/communicate to law enforcement, fire, medical hazmat emergencies; 2) Processing multiple requests (e.g., communicating with emergency caller while communicating with police of fire dispatch) for emergency service simultaneously; 3) Coordinating emergency responses in accordance with inter-agency procedures and installation organizations; and 4) Making workload adjustments to improve services rendered as incidents/emergencies occur. Specialized experience must demonstrate the following: 1) Interpreting regulations, policies, plans, directives, techniques, procedures and concepts pertaining to establishment of required training; Recommending policies to ensure workforce readiness; 2) Communicating oral and written instructions in order to partake in meetings; Developing and presenting briefs, counsel managers/supervisors on a variety of training issues; Using a wide variety of teaching techniques and tools to complete tasks; Operating of a CAD, Land Mobile Radio, 9-1-1 receiving and/or National Crime Information Center (NCIC) systems; 3) Managing the operation of a trunked radio and talk group system; Interpreting appropriate local, state, and federal regulations pertaining to emergency dispatch and radio communications; Interpreting geography and demographics of Navy Region Installations and the surrounding communities; 4) Putting into effect dispatch center policies, procedures, and publications to ensure successful daily operations; Making independent decisions during emergencies and/or communicating those decisions to higher authority; 5) Effectively self-managing the high mental and/or emotional stress due to emergencies, rigid time constraints, and emotional state of callers. Incumbent is required to successfully complete the RDC Training Program to include classroom and On-The-Job Training (OJT). Incumbent is required to be certified as a Telecommunicator l and ll, level ll operator and certified in Criteria based Dispatch. Incumbent is required to have successfully completed Emergency Medical Dispatch Trainer course, NESCOM Course 3474 and all other training as assigned. Work Environment Incumbent's normal work site is within Regional Dispatch Center 9RDC) facility. The communication facility is a controlled room. Employees work at consoles equipped with CAD, multiple channel radios, 911 telephone system, computers and other electronic equipment. During emergencies, employees may be required to work long periods without breaks. To ensure employee safety and health, CNR(X) maintains personnel protection programs consistent with applicable laws and regulations. These program may include engineering controls, training, work procedures, use of personal protective equipment, and medical surveillance. As part of medical surveillance programs, incumbent will be required to take medical examinations to assess his/her medical qualifications for duty involving work with the high level of stress maintained by this job. Physical Demands The work is mainly sedentary, Walking, standing and stooping may occur in performing duties of the position. Incumbent must be able to use a computer keyboard. Incumbent must be able to read information on computer screes, and clearly see images on the CCTV. Incumbent must have color vision adequate to distinguish between green, red, yellow light on alarm and equipment control panels and to read information from a multi-colored computer screen. Incumbent must be able to write and speak English clearly and distinctly so that they are easily understood over the telephone and radio and documentation is easily readable. Incumbent must be able to clearly hear conversations over the phone and radio regardless of the age or sex of the caller and to distinguish between different audible alarm tones used in dispatch. Incumbent nay use hearing correction devices to augment their natural hearing in order to meet the requirements listed. Although the physical activity of this job is that of an office environment, the emergency nature of the work, the rigid time constraints for response actions, the emotional state of the persons calling for service, and the nature and consequences of the decisions the incumbent is required to make, make this position one of high mental and emotional stress.
