Recruiting Manager

STR is seeking a Recruiting Manager to lead technical and non-technical recruiting for mission-critical defense and national security programs. This role blends hands-on recruiting, people leadership, and strategic partnership with engineering and business leaders across the organization.

You will manage and develop a team of recruiters while helping shape STR’s employer brand and recruiting strategy for hard-to-fill technical roles, including cyber, data analytics, sensors, radar, RF, software, and systems engineering. This is a high-impact role for a recruiting leader who thrives in fast-paced environments and enjoys building strong relationships with hiring divisions. This role is Woburn-based with a hybrid schedule of 1–2 onsite days per week and remote work flexibility.

What You’ll Do:

  • Lead & Develop the Recruiting Team - Manage, coach, and hold a team of recruiters accountable for hiring outcomes, candidate experience, and operational excellence
  • Partner with Hiring Divisions - Build strong, trusted relationships with hiring managers and technical leaders. Advise on hiring strategy, talent availability, and market conditions to drive successful outcomes
  • Oversee Technical Hiring Execution - Oversee full lifecycle recruiting across a mix of cleared and uncleared technical roles, remaining hands-on with select mission-critical or hard-to-fill requisitions
  • Strengthen Employer Branding - Guide recruiters on effective candidate messaging and positioning to strengthen STR’s reputation among competitive talent pools
  • Use Data to Drive Results - Track and report recruiting metrics such as time-to-fill, pipeline health, and offer acceptance. Use data and market insights to continuously improve hiring effectiveness
  • Guide Offer Strategy & Closing - Support complex offer negotiations, balancing competitiveness, internal equity, and compliance requirements
  • Ensure Compliance & Process Quality - Maintain compliance with company policies, OFCCP requirements, and federal contractor standards while promoting efficient, scalable recruiting processes

Who You Are:

  • Demonstrated experience directly managing recruiters, including performance management and development
  • 10–15+ years of recruiting experience, with significant focus on technical roles
  • Experience recruiting in defense, aerospace, government contracting, or national security environments
  • Experience supporting R&D or advanced engineering organizations
  • Demonstrated success recruiting for hard-to-fill technical positions such as cyber security, analytics, software, systems, sensors, radar, or RF as well as non-technical operations roles
  • Experience improving or scaling recruiting processes in complex or regulated environments
  • Experience recruiting both cleared and uncleared talent
  • Strong stakeholder partnership, communication, and leadership skills
  • Proficient with applicant tracking systems (Greenhouse preferred); experience with ATS migration a plus
  • Strong working knowledge of Microsoft Office tools (Outlook, Excel, Word, PowerPoint)
  • Experience with university or early-career hiring pipelines
  • Experience with Skillbridge a plus
  • Ability to obtain and hold a DoD security clearance, for which U.S citizenship is needed by the U.S government

Pay Information
Full-Time Salary Range: $148,000-$168,000

The salary range listed is based on external market data. Offers are based on factors, such as but not limited to, the candidate’s experience, education, training, key skills/critical skills, security clearances, and prevailing market and business conditions.
