Keystone Human Services is currently seeking a full time Recruiter to manage full-cycle recruiting for assigned regions. As a Recruiter you will partner closely with hiring managers to define needs, source and assess candidates, facilitate the interview process, and drive a timely, high-quality hiring process that reflects Keystone’s mission and values.

Job Details:
- Full-time, Exempt
- Hybrid (2 days in the Harrisburg office, 3 days remote)
- S50,000 per year (may increase based on experience)
Key Responsibilities:
- Manage full-cycle recruiting from intake through offer acceptance, ensuring a strong candidate experience
- Partner with hiring managers to clarify role requirements, align on strategy, and keep searches moving
- Source candidates through multiple channels (LinkedIn, job boards, events, referrals, networking) to build diverse pipelines
- Conduct phone/video/in-person prescreens and interviews; evaluate skills and job fit
- Create clear, inclusive job postings and candidate communications aligned with company values
- Facilitate the interview process and guide stakeholders through selection and offer processes
- Support onboarding and maintain required hiring documentation in compliance with licensing requirements and employment laws
- Serve as an ATS resource for assigned regions (training, process guidance, and data quality)
- Track recruiting activity and metrics; recommend improvements to strengthen speed, quality, and compliance
- Prepare reports and share updates in hiring/operations meetings
- Stay current on federal, state, and local employment laws; follow company policies and procedures
- Participate in cross-functional projects and perform other duties as assigned
Qualifications:
- High school diploma or equivalent
- Bachelor’s degree in human resources, business administration, or a related field, preferred
- Two years of full cycle recruitment experience, ideally in human services or healthcare (An equivalent combination of education and experience providing the required skill and knowledge will be considered)
- Working knowledge of employment laws and compliance practices
- Experience using an applicant tracking system (ATS) and HR systems
- Strong communication, organization, and relationship-building skills
- Ability to manage multiple priorities in a fast-paced environment
- Valid driver’s license with daily access to a privately maintained and insured vehicle
- Successful completion of the pre-employment process, including clearances and verifications
