The primary function of this position is to plan, coordinate, and implement an enhanced youth sports and fitness program for youth ages 5-18 and year round SAP (School-Age Program) fitness program for children ages 5-12. The sports and fitness with a participation of over 3000 and the SAP with participation for over 180 children.

Major Duties:

  • The incumbent plans and implements an enhanced youth sports and fitness program for youth ages 5-18 with a participant population of 3000+. Plans and coordinates competitive sports activities such as martial arts, gymnastics, etc. through clinics and tournaments. The incumbent plans and coordinates the year-round SAP fitness program (school-age program) for children 5-12 years with a participation of 170+. Assumes all the responsibilities of Youth Director in his/her absence. Cultivates a cooperative relationship between the civilian and military communities. Arranges for necessary supplies, transportation , space and services for youth fitness and sports program activities and develops program plans and annual operating budget for assigned program areas within guidance received.

Qualifications: Conditions of Employment Continued: This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101- 647 Section 231, Public Law 102-190, Section 1094, and DoD Instruction 1402.05, background checks are required. DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records Check, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position. Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0188 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of youth development, education and recreation principles, concepts, methods, and techniques to plan and direct a diversified Youth Activities Program carried out through Youth Center and Annexes. Knowledge of procedures for developing and executing both appropriated (APF) and non-appropriated (NAF) budget. OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. The education must have been obtained in an accredited college or university OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Skill in effectively organizing and utilizing all available community resources within the program framework in order to augment the program to meet DAF, MAJCOM and Base objectives. Knowledge to plan, coordinate and administer an enhanced program in the recreation/fitness specialty area which meets, as fully as possible, the needs of the participating community. Knowledge of budget and finance management techniques in order to prepare input and justification for funding program resources. Ability to communicate effectively both orally and in writing. Knowledge of program objectives to be innovative in developing new procedures, methods, approaches and techniques. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
