Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGMENT), Position Description Number D2534000 and is part of the Joint Operations Center, Wyoming Army National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

Major Duties:

  • This position is located in the Wyoming National Guard's Joint Force Headquarters, Special Staff to the Joint Chief of Staff. The primary purpose is to serve as the Joint Staff Knowledge Manager (KM) providing specialized research, analysis, consultation, collaboration, technical assistance and advice to the Adjutant General, staff, directorates, subordinate commands, and organizations. The incumbent provides a framework to ensure the assessment, design, development, pilot, and implementation of information across all systems. Develops framework to include rules, guidance, procedures, and policies used to document, control and organize knowledge and information. Utilizes the latest Enterprise Information Systems (EIS) and collaborates with stakeholders to provide access and knowledge products for the organizations. 1. Serves as the subject matter expert and administrator in the development and implementation of policy and program guidance governing knowledge management (KM) initiatives pertaining to the Army, Air, and State National Guard. 2. Develops a Core Team and recommends appointment of KM representatives to resolve knowledge management issues. 3. Employs the Assess, Design, Develop, Pilot, & Implement (ADDPI) methodology and framework to guide project management in all KM solutions. 4. Provides training to internal (section and team members), higher (directorates), subordinate(teams or individuals), lateral (section and team members), joint (multi branch), inter-governmental (attached or employed state partners), and multinational mission partners (State Partnership Programs). ** This is NOT an all-inclusive list of duties. **

Para/Line: 1422/901 Selecting Official: LTC Casey Henry MILITARY GRADE Min: E8 / CW2 / O3 Max: E9 / CW4 / O5 SPECIALIZED EXPERIENCE: Must possess at least one year of experience or training equivalent to the next lower grade (GS-11) in the following: (1) Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues or problems deal with readily observable conditions (e.g., office or shop layout, workflow, or working conditions), written guidelines covering work methods and procedures such as performance and production standards, and information of a factual nature (e.g., number and type of units produced or capability of equipment). (2) Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records. (3) Experience using qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; determining staff to workload ratios (e.g., span of control); organization design; space planning; development and administration of questionnaires; flowcharting of work processes; graphing; and calculation of means, modes, standard deviations, or similar statistical measures. (4) Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. NOTE: Specialized Experience will be used to determine qualifications for the announced position.
