The primary purpose of this position is to perform and/or advise on applying, capturing, and accounting for funds used to accomplish complicated Air Force real property acquisition, military construction (MILCON), minor construction, maintenance and repair, management, utilization, and disposal actions.

Major Duties:

  • Performs a wide range of complex real property functions relating to the acquisition, management, and disposal of government real property. Responsible for real property inventory maintenance, reporting, and data analysis. Acquires interest in real property and use rights involving a combination of complicating factors. Determines need for and takes actions to out-grant property. Disposes of excess buildings, facilities, systems, and infrastructure or land involving significant complicating factors such as historical and cultural concerns.

Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GENERAL EXPERIENCE: Applicants must have at least 3 years of general experience, 1 year of which was equivalent to at least the GS-04 level or equivalent in other pay systems. General experience demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Four year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. Knowledge of a wide range of complex real property principles, concepts, and practices; as well as agency, state, and local government procedures, and the appropriate statutes and policies. 2. Knowledge of property disposal policies and procedures, outgrant procedures, local market situations, and required documentation. 3. Knowledge of policies and procedures for real property documentation and records, as well as knowledge of common accounting and data analysis principles. 4. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. 5. Ability to analyze space utilization requirements and make recommendations on reuse. 6. Ability to communicate effectively, both orally and in writing, using tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
