Job Summary: You will serve as a RANGE CRAFT OPERATIONS SPECIALIST in the PACIFIC NORTHWEST RANGE MANAGEMENT OPERATIONS DIVISION, SYSTEM ACCEPTANCE & OPERATIONAL READINESS DEPARTMENT of NAVUNSEAWARCENDIV KEYPORT WA. The Secretary of War has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoW hiring freeze. Major Duties:

  • You will direct, organize, and coordinate all operational aspects (e.g., workers, equipment, and materials) of range craft support for NUWC Keyport ranges, including Dabob Bay, Hood Canal, and Nanoose, B.C.
  • You will schedule and assign work to range craft crews through subordinate supervisors, making recommendations on leave requests based on schedule and manning requirements.
  • You will oversee training and certification programs for government employees operating vessels and small boats, ensuring compliance with U.S. Coast Guard, ordnance handling, safety, American Bureau of Shipping (ABS), and local policies.
  • You will manage logistics support, loading/unloading of test vehicles and support gear, fueling operations, ordnance handling, crane operations, navigational planning, Operational Risk Management (ORM), and safety requirements and vessel operations.
  • You will research and submit requisition and contract requests for services, analyzing test plans developed by Project Leads and Test Directors, and providing feasibility recommendations.
  • You will formulate and enforce policies, playing a key role in formulating policies and implementing strategies and management guidelines for the safe and effective operation of range craft.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Integrating schedules and resources to accomplish underwater testing events. Assessing situations with conflicting data, applying established methods to determine appropriate actions. Solving technical/engineering issues related to Research and Development work, providing real-time solutions while maintaining safety and cost-effectiveness. Resolving problems arising from competing schedules and budget constraints.
