Job Summary:
The Quantity Surveyor (QS) is responsible for the financial, contractual, and administrative management of construction projects. The QS ensures accurate cost estimation, budget control, timely processing of payment claims, and compliance with contractual obligations. The role involves close coordination with Employer Representatives, project teams, and contractors to deliver projects efficiently, within budget, and to required quality standards.
Key Responsibilities:
1. Cost Estimation & Contract Administration:
Prepare cost estimates and endorse them for timely submission to Employer Representatives for approval.
Develop financial projections and implement budgetary and expenditure control for Contractor’s works.
Review and prepare specifications, evaluate and recommend tender submissions, and handle contract documentation as required by the Supervisor or Employer Representatives.
Evaluate and verify “star rate items” prior to commencement of works to ensure reasonableness and alignment with market prices.
Collate, analyse, and review star rates and quotation rates to inform and improve future procurement decisions.
2. Payment Claims & Financial Management:
Prepare Contractor’s monthly payment claims and final accounts with all supporting documentation, ensuring timely submission for approval.
Compile and review all payment claims, interim certificates, Purchase Orders, and invoices for timely submission to Employer Representatives.
Initiate and certify FBQs (Final Bills and Quotations) and submit to clients.
Monitor and report on Provisional Sum Utilisation.
Maintain and update Contract Accrual Tables and billing records, including Fixed Monthly Payments (COP) and ad-hoc works.
Manage bad debt and follow up on outstanding payments.
3. Procurement & Purchase Orders:
Evaluate measurements and claims for Purchase Orders where required.
Verify, initiate, and submit Purchase Orders to Suppliers.
Ensure accuracy and completeness of quotations submitted to clients.
Initiate and submit Superintending Officer Instructions (SOI) as required.
4. Response & Operational Support:
Ensure punctuality in response to emails, requests, and documentation requirements.
Maintain accuracy in data entry, records, and reporting.
Manage contract-related communications, approvals, and closure processes efficiently
