job purpose:
The Quality Manager, Packaging and Warehouse is a key position within the manufacturing leadership team reporting to the site Senior Quality Manager. The Quality Manager, Packaging and Warehouse coordinates, administers, and provides oversite of quality/food safety program activities under the guidance of the site Senior Quality Manager, overseeing processes and standard for packaging and warehouse. This position will serve as backup to the senior quality manager during the manager’s absence and support the development and implementation of quality programs and policies. The Quality Manager, Packaging and Warehouse oversees the administration of laboratory testing programs, manages costs against operating budgets, and develops policies for internal quality assurance protocols and procedures in accordance with company policy.
responsibilities:
· Oversee and administer the manufacturing site quality systems including the daily management of the laboratory and QC supervisors. Provides SME guidance and consultation to site management in all aspects of regulatory compliance and quality assurance policies and procedures applicable to packaging and warehousing requirements.
· Collaborate with the Quality Manager, Processing and Sanitation to support and maintain facility hygiene and sanitation standards.
· Responsibilities include, but are not limited to lab management, finished goods testing, non-conformance reporting and disposition, sensory program, statistical review, and regulatory inspections and testing.
· Develop and implement internal protocols, programs, and procedures in accordance with federal, state, and local regulatory requirements.
· Conduct investigations and make recommendations as appropriate regarding product quality issues. Provide SME guidance and recommendations to site leadership teams as appropriate.
· Working within the framework of the Global Food Safety Initiative (GFSI), assist and implement quality programs, services, strategies, and initiatives that are responsive to the needs of the company’s facilities and guarantee close integration with overall company policy. Monitor program efficiency and KPI reporting methods to measure success. Partner with site leadership teams to revise processes and procedures to improve program effectiveness
· Ensure sustained GFSI compliance through leadership in specific program areas including HACCP, Internal Audit, Corrective/Preventive Actions, Management Review, Pre-requisite Programs, and Document Control.
· Develop and maintain written departmental procedures and SOPs to provide guidance in the application of established quality processes and documentation requirements.
· Oversee the management, implementation and coordination of the food safety system programs to ensure compliance with product specifications and customer expectations.
· Oversee site compliance through the review of regulatory Pasteurized Milk Ordinance (PMO) and LACF required processes. Provide developmental support and training.
· Implement short- and long-range goals, objectives, policies, and operating procedures. Monitor and evaluate program/project effectiveness; recommends and effects changes to achieve continuous improvements in quality systems and programs.
· Ensure contractor GMP and HACCP compliance by managing the interaction between departmental employees and contractors/service providers.
· Assist and implement site food safety, quality, and GMP training as needed to ensure compliance with quality programs and systems.
· Responsible for the recruitment and hiring of quality staff as needed. Assist with employee orientation and training in food safety, quality, and GMP programs.
· Oversee and coordinate the activities of the QC supervisors, including assignment of work and special projects, monitoring workload and productivity, performance evaluation, and promotion of training and development.
· Assist and provide daily directional setting for the department.
· Performs miscellaneous job-related duties as assigned.
skills/qualifications required:
A bachelor’s degree in Dairy, Food Science or a related discipline is preferred; or at least 8 years of experience that is directly related to the duties and responsibilities specified in a consumer package environment. Currently certified or actively working to achieve certification in: HACCP, PCQI/FSMA, FSSC Internal Auditor, and Better Process Control School.
· Ability to maintain confidentiality of records and information.
· Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
· Knowledge of FDA, local, State, Federal regulations, laws procedures and standards for dairy manufacturing.
· Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
· Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
· Ability to analyze and assess training and development needs.
· Ability to supervise and train staff, including organizing, prioritizing, and scheduling work assignments.
· Ability to communicate effectively, both orally and in writing. Ability to develop and deliver presentations.
· Knowledge of computerized information systems used in quality assurance applications.

· Identify and record any problems relating to Food Safety and the Quality of the ingredients, processes, quality system, or safety system.
· Control further processing or delivery of nonconforming product in terms of Food Safety and Quality issues until the deficiency or unsatisfactory condition has been corrected.
· In the event of absence, another employee with the same skill level will assume the duties and responsibilities as required.
