The Quality Manager & NDT Specialist reports to the Chapter Lead IV‑WEX & Inspection and supports independent assurance through inspection, quality management and compliance. The role maintains the ISO 17020‑accredited Inspection Body Management System in line with EU/NL legislation, leads accreditation activities (audits, impartiality, management review), oversees 3rd‑party NDT procedures, and provides pragmatic technical solutions to ensure NAM BV’s late‑life assets operate safely, compliantly, reliably and cost‑effectively.
What’s the Role
The QM & NDT Specialist ensures compliant, fit‑for‑purpose application of pressure equipment legislation and standards while embedding continuous improvement through audit and feedback results recorded in the AIB Management System. A key focus is advancing the AIB Quality System by maximizing AI use in daily operations and automating data extraction from IMS and other sources to enable data‑driven decision making.
As NDT Specialist, the role provides expert support to Area Inspectors on common and advanced NDT in line with WCD, maintains existing procedures, and identifies and implements new NDT techniques from both internal and external sources. The position also includes responsibilities as Senior Inspector under WCD. Delivery is managed through a mix of squad-based work and discipline-specific chapter activities, such as the Inspection Management System.
What You’ll Be Doing
Act at all times, and ensure work processes are in accordance with the Shell HSSE-SP framework. Drive ownership in compliance and improvement with respect to technical integrity and process safety.
Accountabilities includes the following:
Act as NDT Level III specialist as per IBMS and WCD for the IB
Act as contract ‘owner’ or ‘holder’ for several contracts
Maintenance of the AIB IBMS (and agreementslog) RVA accreditation as per ISO17020 and fulfill all requirements derived from the decree of the Minister of Social Affairs and Employment for the NAM User Inspectorate, liaise with RVA
Support the appointment & fulfill the duties related to being an Independent Administrative Body as per NAM Corporate Management Manual and ensure verification of compliance is done impartially
Ensuring the IBMS is maintained on legislative changes as well as codes & standards changes are identified and implemented
Be an active member of the inspection body management team
Maintain NDT procedures up to date, explore opportunities for application of ‘new’ NDT techniques and drive pilots/field tests with NAMs NDT vendors where required
As QM, ensuring the Inspection Team stays up to date wrt. Changes in legislation (e.g. regular “learning sessions’) as well as industry and company standards including the interpretation and embedment of these in the IBMS/agreementslog
Act as focal point for innovation in the Inspection Body (technology, digital, best practices, third party innovation) and drives implementation
Provide NDT expertise on request of the Area Inspectors
Maintaining and continuously improving the Inspection Body Management System (IBMS)
Lead the annual internal audit program in line with ISO17020, ensure actions are recorded and closed out timely and lessons learned are captured and distributed
Functioning as/or appoint contract owner of some key-contracts
Liaise with external parties like ‘Raad voor Accreditatie’ (RVA) and stand-in for national Pressure Equipment committees (CKPDA/WEID/LPI)
Deliver a step-change in the ‘value-from-data’ ambition based on a.o. creating insights and visualizing trends from wIMS
Act as Area/Snr. Inspector for a specific production system in line with IBMS and WCD
The Quality Manager & NDT specialist reports directly to the Chapter Lead IV-WEX & Inspection and as such is part of the Inspection Body Management Team. The role does not consist of formal direct reports, but requires a strong set of leadership skills given the overarching impact of the role on the IB members (staff & contractors) and external stakeholders. The IB provides inspection services for the ‘Production Asset’ consisting mainly of onshore facilities, but also including the AWG offshore assets.
What You Bring
The QM & NDT Specialist has a strong & mature background in an Engineering skill pool (Technical Discipline).
Demonstrated commitment to Goal Zero performance of No Harm and No Leaks through taking ownership of Asset Integrity and Process Safety Management aspects and associated assurance processes.
Minimum requirement is a Bsc. Degree in the field of Engineering (Management) (Msc. is a pre) and Significant experience in the field of Engineering and/or Maintenance, preferably in or related to the Oil & Gas or Chemical Industry
In depth knowledge of ISO17020 as well as the RVA Accreditation requirements and developing or maintaining a Quality System accordingly is key
Holding a Level III certification as per ISO9712 in a variety of NDT techniques is required, a.o. UT, RT, MT, PT as well as broad experience in the development of NDT procedures
Given the QM role includes acting as Snr. Inspector as per WCD, a SKK III degree or equivalent is required, preferably holding SKK III certification as well
Knowledge on legislative requirements both EU and National (PED 2014/68/EU, WBDA/WRDA, NL mining law) as well as strong knowledge on industry NDT codes & standards
Experienced in work process management with track record on demonstrated continuous improvement on work processes
Knowledge in principles and application of Risk Based Inspection (RBI), principles and application of Non-Intrusive Inspection (NII) and understanding of corrosion and degradation mechanisms
Experience with technical integrity management and reliability of mechanical static equipment
Knowledge and affinity with auditing, certified auditor is a pre
Excellent interpersonal and communication skills
Proven experience in managing internal and external stakeholder relationships
Proficiency in English language
Work location
Assen, however x-country presence (NL) and offshore is occasionally required.
