We are seeking an experienced Quality Manager to support multiple active construction projects across Ontario. This site‑based role is responsible for developing, implementing, and maintaining Project‑Specific Quality Plans (PSQPs) in alignment with the organization’s Corporate ISO 9001:2015 Quality Management System (QMS).

The Quality Manager ensures construction activities comply with contractual requirements, the Ontario Building Code, applicable CSA standards, and corporate quality policies. The role maintains functional alignment with the Corporate Quality function while working closely with project delivery teams to support effective, consistent, and compliant project execution across the region.

This position will be multi‑site / project‑based in Ontario.

What You Will Be Working On

  • Develop, implement, and maintain Project‑Specific Quality Plans (PSQPs) for assigned projects in alignment with the Corporate ISO 9001:2015 QMS, contract requirements, and regulatory obligations.
  • Ensure PSQPs are effectively communicated, understood, and implemented by project teams and subcontractors.
  • Verify that construction activities comply with corporate quality standards, contract documents, drawings, specifications, the Ontario Building Code, and applicable CSA standards.
  • Serve as the primary on‑site quality point of contact for project teams, owners, consultants, inspectors, and Authorities Having Jurisdiction (AHJs).
  • Review, implement, and manage Inspection and Test Plans (ITPs), method statements, and support quality documentation in accordance with the PSQP and Corporate QMS.
  • Perform site inspections, audits, and quality surveillance to confirm compliance with project‑specific and corporate quality requirements.
  • Identify, document, and manage non‑conformances (NCRs), deficiencies, and corrective actions in alignment with corporate Corrective and Preventive Action (CAPA) processes.
  • Support internal, client, and third‑party certification audits related to ISO 9001:2015 and project‑specific quality requirements.
  • Review material submittals, shop drawings, certificates of compliance, and inspection and test results.
  • Ensure accurate collection, control, and timely turnover of quality records, including as‑built documentation and project close‑out packages.
  • Monitor subcontractor quality performance and enforce compliance with the PSQP and corporate quality standards.
  • Promote a consistent level quality culture aligned with corporate quality objectives and continuous improvement initiatives.
  • Work collaboratively with Safety and Environmental teams to ensure integrated compliance across project activities.

What We Are Looking For

  • Bachelor’s degree in construction management, Engineering, Quality, or a related discipline, or equivalent construction industry experience.
  • Minimum 5 years of QA/QC or quality management experience on construction projects.
  • Demonstrated experience developing and implementing project‑specific quality plans aligned with a corporate ISO 9001:2015 QMS or equivalent system.
  • Strong working knowledge of the Ontario Building Code and applicable CSA standards.
  • Experience working with consultants, municipal inspectors, and regulatory authorities.
  • Strong understanding of corporate QMS governance and project‑level quality execution.
  • High attention to detail with disciplined documentation, record control, and reporting practices.
  • Practical, site‑focused, and solutions‑oriented approach to quality management.
  • Strong communication and stakeholder‑management skills with the ability to influence at all levels.
  • Ability to balance independent quality authority with operational project demands.
  • ISO 9001:2015 Lead Auditor certification is considered an asset.
  • Relevant inspection or trade certifications such as:
    • CWB Welding Inspector
    • ACI Concrete Inspector
    • Red Seal trade certifications
      are considered strong assets.

Working Conditions

  • Site‑based role supporting multiple active construction projects across Ontario.
  • Regular travel between project sites is required, with the ability to support multiple concurrent projects.
  • Travel may include day trips and overnight stays depending on project location and schedule.
  • Exposure to outdoor conditions and active construction environments.
  • Extended or flexible hours may be required during critical project phases.
