Leidos is seeking an experienced Quality Engineer Control and Business Area (QEC BA) Lead to support our Defense & Intel IT Business Area. The QEC BA Lead is responsible for developing, implementing, and maintaining technical quality assurance and control systems to prevent defects in delivered products.
Additionally, the QEC BA Lead will ensure all performance standards, measures, and contract deliverables are in conformance with contract and performance work statements (PWS), the Quality Assurance Surveillance Plans (QASP), Leidos’ EngineeringEdge NextGen (EENG) standard methodologies, industry standards and best practices, and the Quality Management Plans (QMP) for each program within the Business Area. As opportunities to improve process and performance are identified, the QEC BA Lead will guide the improvement to ensure effective implementation is achieved.
The position is expected to be virtual with occasional travel to support programmatic efforts. It is expected that the selected candidate will need to directly support a program with their typical QEC activities (Quality Management, Performance and Control, Internal Audits, and Continual Improvement) and tasks in addition to this requirement.
Primary Responsibilities:
- Establish and maintain a quality culture committed to excellence and Leidos values.
- Plan and manage quality engineering & control activities to support Sector Quality Engineering Director and business area initiatives to achieve program and quality performance excellence.
- Ensure compliance with statutory and regulatory requirements, contractual requirements, corporate policies and procedures, program plans, specifications, and processes.
- Facilitate implementation of practices compliant with AS9100, ISO 9001, ISO 27001, ISO 20000, CMMI-DEV, and CMMI-SVC as applicable based upon Leidos and contractual requirements.
- Support the development, deployment, and maintenance of an effective quality management system across the business area.
- Conduct independent audits to ensure compliance with relevant requirements.
- Ensure the timely and sustained resolution of internal and external audit findings and requirement escapes by conducting root cause analysis and implementing corrective and preventive measures.
- Effectively address escalated quality issues in a timely way.
- Conduct trend analysis at the organization and program levels to identify areas for improvement and implement measures to mature the enterprise.
- Perform deep dives to analyze program/project issues/problems and facilitate containment, implementation of corrective and preventive actions, and development of lessons learned.
- Review contract deliverables to ensure conformance with requirements and quality standards.
- Identify, collect, and analyze measures to effectively track program performance and quality/process improvement initiatives.
- Lead structured improvement activities to facilitate continual improvement at the program/project level and leverage them across the business area level and potentially the sector.
- Monitor opportunities in business area pre-award to ensure that quality engineering & control activities and quality credentials are properly bid, identify key discriminators, and maintain strategic awareness of competitive needs related to quality.
- Engage with proposals and programs to establish service level agreements and key performance indicators that demonstrate the full understanding of the mission requirements and provide customers the ability to adequately measure program performance.
- Participate in supplier/subcontractor selection and oversight to ensure the flow down of applicable clauses and requirements and that supplier/subcontractors are meeting contractual requirements.
- Develop and oversee the development of approaches for test witnessing.
- Participate in formal pre- and post-award reviews, identify and mitigate risks, and identify actions needed to assure quality of products and services.
- Participate in the root cause analysis and corrective/preventive action plans related to customer letters of concern, nonconformances, discrepancy reports and customer corrective action reports.
- Support the effective and efficient integration of new startup or transition programs/projects.
- Manage and develop the quality engineering & control team, foster an inclusive work environment, and encourage the highest standards of ethics.
- Align and perform within the business area allocated budget and according to schedule and business rhythms.
- Be proactive and effectively negotiate, influence, and persuade leadership, customers, partners, peers, and projects to develop and execute solutions to complex challenges.
- Communicate effectively with technical and management staff at all levels of the organization.
- Respond to Digital Modernization QEC Director requests quickly, recognizing alignment to Mission Assurance requirements.
- Identify and lead initiatives to mature the Digital Modernization QEC organization and achieve goals and commitments.
Required Qualification:
- Bachelor's degree and 8+ years of prior QEC related experience, including 4+ years of experience supervising or leading teams or projects. Additional years of relevant experience may be considered in lieu of a degree.
- Experience in ISO 9001:2015 and CMMI-SVC Industry Standards and Best Practices.
- US citizenship is required with an active Secret Clearance.
- Able to obtain and maintain credentials to access government installations.
- Proficient in utilizing MS Office Products (Word, Excel, PowerPoint).
- Excellent documentation skills.
- Ability to multi-task and function in a dynamic, fast-paced environment.
Preferred Qualifications:
- Familiarity with Government and DoD IT and security policies and requirements.
- Current industry certifications in quality management and or service management such as ISO 9001-20000 and ITIL.
- Lean Six Sigma Green/Black Belt certification.

Pay Range:
Pay Range $112,450.00 - $203,275.00
