The primary purpose of this position is to manage the AFPET fuels quality control program focusing on quality assurance and safety and is the USAF's subject matter expert on base level fuel quality.

Major Duties:

  • Plans, directs, coordinates, and evaluates activities necessary to the overall management of a fuel quality control program affecting complex multi-mission installations and tenant command organization Plans investigations and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings Prepares regulations, manuals and technical orders and assists in developing specialized local regulations defining fuels programs, mishap prevention, handling, and storage procedures based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies Abides by all laws, regulations and policy. Promotes the strategic and tactical objectives as set forth by the Commander.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Quality Assurance Series 1910,in conjunction with Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience is experience managing base aviation/ground fuel quality surveillance program focusing on base and specification laboratory fuel testing procedures/equipment. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of established quality assurance/control methods, principles and practices, including statistical analysis and sampling techniques, and current legislative issues as they relate to the military fuels program. Knowledge of the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures. Knowledge of risk assessment methods and techniques for evaluation of fuels programs, occupational safety and health risks. Skill in communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions. Knowledge of inspection, test and measurement techniques Knowledge of standard training techniques, methods, and materials sufficient to develop and present fuels training and instructional sessions Knowledge of relationship of quality assurance to other activities such as contract administration, engineering, supply. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities. Ability to plan, organize work, and meet deadlines. Skill in interpreting and applying product specifications, technical data, regulations, policy statement and other guideline materials Skill in conducting studies and investigations, problem analysis, and developing logical and documented recommendations. Skill in establishing effective interpersonal relationships. Extensive knowledge of liquid fuels maintenance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
