Quality Assurance Representative (FW) - NAWDC GT

Quality Assurance Representative monitors and evaluates all maintenance actions to ensure safe and reliable aircraft are provided in accordance with current technical manuals, directives, and instructions applicable to the maintenance program. Monitor safety, conduct surveillance / spot checks and work center audits as directed by the Quality Assurance Manager and contract requirements. Quality Control / Quality Assurance Inspectors will be under the direct supervision of the Quality Manager.

DUTIES AND RESPONSIBILITIES:

  • Monitors contract compliance by all maintenance activities through the audit and surveillance requirements as defined in the Quality Assurance Manual and CNAF 4790.2 instruction.  
  • Performs final inspections of all maintenance actions involving safety of flight or requiring certification by an Aircraft Inspector, except ejection seats and canopy systems.
  • Investigates safety incidents and assists in preparation of Engineering Investigation Request, Quality Deficiency Reports, Hazardous Material Reports, Technical Publications Deficiency Reports and Explosive Mishap Reporting as required.
  • Reviews applicable maintenance forms and deficiency data to determine discrepancy trends and specific problem areas.
  • Assists in the drafting and development of work instructions, maintenance instructions, local maintenance requirement cards, and routine and continuing correspondence to all work centers detailing maintenance and program procedures and requirements.
  • May be assigned as subject matter expert (SME) or training instructor as required.
  • Responsible briefing and de-briefing FCF pilots to ensure objectives are met.
  • Assists in preparation of Quality Assurance Monthly Data Requirements List (CDRL's).
  • Assists in preparation of weekly / monthly / quarterly Quality Assurance Control Status Report for inclusion in report to the Program Management Office.
  • Operates NALCOMIS OOMA data base information system.
  • Reviews incoming technical publications and directives to determine their application to the Maintenance Department.
  • Deals with the customer in courteous, professional, and effective manner.
  • Complies with and monitors all established general and industrial safety rules and regulations as applicable to the contract, facility, and job assignment.
  • Assists as directed to ensure safety, security and preservation of government / company owned equipment.
  • Maintains cleanliness of work center.
  • Complies with Foreign Object Damage (FOD), Hazardous waste, Egress Familiarization, Hydraulic Contamination, Oil Surveillance, tool control, and other NAMPSOP programs.
  • Performs other related duties as assigned by management.
  • Works harmoniously with other employees promoting teamwork and cooperation.
  • Perform other qualified duties as assigned.
  • Will be required to attain Plane Captain qualification T/M/S to be determined by company.

CLASSIFICATION QUALIFICATIONS:

KNOWLEDGE & SKILLS

  • Have in depth knowledge of CNAFINST 4790.2 (series), ISO 9110, NAVAIR 11-100-1.1 CD and Amentum Quality Assurance procedures.
  • Has a thorough knowledge of aircraft engines, flight controls, airframe, and accessories.
  • Possess in depth knowledge of applicable maintenance / technical manuals and publications, technical directives, safety procedures, ground support equipment and special tools.
  • Must have the ability to research, read and interpret drawings. 
  • Must be familiar with the Naval Aviation Maintenance Discrepancy Reporting Program or Joint Discrepancy Reporting System.
  • Must have the knowledge and proficiency to operate the NALCOMIS OOMA data base information system.   
  • Must be able to write with clarity and technical accuracy.
  • Be able to brief and debrief Functional Check Flight pilots in requirements for functional check flights and expected results.
  • Must have a thorough knowledge of applicable contractual performance work requirements.  
  • Must be able to read, write, understand, and communicate the English language and to follow verbal and written instructions.

EXPERIENCE & EDUCATION    

  • High School Diploma or equivalent (GED) required.
  • Five (5) or more years general experience in aircraft maintenance One (1) year as a QAR as defined in the COMNAVAIRFORINST 4790.2 (series).
  • Satisfactory completion of U.S. Armed Forces aircraft mechanic and/or airframe courses or F.A.A. airframe and power plant technical schools.
  • Must have Valid Driver’s license.
  • •Must be able to obtain and maintain a Secret US Government Clearance.  Note: US Citizenship is required to obtain a Secret Clearance.
  • Completion of NALCOMIS (Optimized) OMA Quality Assurance Administration course (C-555-0046).
  • Must have completed Aviation Corrosion Control Course N-701-0013 OR C-600-3183.
  • Preferred candidate will have been fuel cell entrance qualified and completed Confined Space Entry Authority Course, C-600-3000A or equivalent.

Must be able to obtain and maintain a Secret US Government Clearance.

Note: US Citizenship is required to obtain a Secret Clearance.

  • Prior military personnel must present a member 4 DD214 with an Honorable character of service discharge.

PHYSICAL EFFORT:

  • Climbing, standing, stooping, bending, stretching, and working in uncomfortable positions.
  • May be required to lift weights up to 70 lbs.
  • Must have close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Requires hearing to normal range.
  • May require use of a respirator.

WORKING CONDITIONS:

The diversity of working conditions may range from standard shop type environment where there may be no physical discomfort, to an environment where inclement weather may subject individual to severe changes in temperature, wind, rain, etc. May be required to work where high noise hazards prevail. May be required to wear protective clothing or other safety equipment.   May be required to interpret Safety Data Sheets and handle hazardous materials and chemicals.

  • May work in aircraft maintenance hangar or outside.
  • May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure.
  • May be exposed to extreme noise from turbine and jet engine aircraft.
  • May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.

POTENTIAL HAZARDS:

Exposure to high intensity noise levels, extreme changes in temperature, materials identified on Safety Data Sheets, working on or around aircraft and machinery.

WORK LOCATION:

Aircraft maintenance shops, hangars, and flightline. May require travel in support of cross-country rescue and detachments of unknown duration.
